The minutes of the regular council -meeting of March 8, 1971 were read,_
Councilman Riley moved approval of the minutes as read. Seconded by Councilman

Councilman Roberts moved the bids be referred to the Street & Alley Committee,
the committee to bring back recommendation to the City Council. Seconded by
Councilman O'Brien. Carried.
FUNDS TRANSFER - Resolution No. 2793
Councilman Roche moved adoption of Resolution No. 2793, A Resolution Transferring
certain funds in the City Treasury. Seconded by Councilman Roberts. Roll Call
Vote. All voted aye.
HEAR AND PASS ON PROTESTS - Park View Terrace Addition
No protests filed. Councilman Hensley moved the adoption of a resolution of ,
annexation for this addition be postponed until the next council meeting.
Seconded by Councilman Roche. Carried.
ADDRESSING THE COUNCIL
Mr. Henry Jordahl, representing the Kalispell Golf Association, requested the
abandonment of that portion of North Main Street commencing at a point on said
street approximately 200 feet north of the turn off to the road leading to
Lawrence Park, and continuing northward to the northerly boundary of the city
limits. Mr. Jordahl presented a Petition to Discontinue Street. Mr. Jordahl
explained that the street divides the golf course and a hazardous condition
exists when golfers cross the road.
Councilman Roberts explained plans for future use of gravel by the City from
a part of the golf course adjacent to Lawrence Park and plans for building a
new road to access to Highway 93 for the area north of the golf course.
Councilman Roche reported that the Kalispell Golf Association had investigated
the possibility of an overpass but that the overpass was too expensive. The
primary factor for closing the road is the safety factor, but the abandonment of
the road would also result in improved function of the golf course.
Councilman Roberts moved the City join in petition as adjoining property owner,
and authorize the Mayor to sign the petition and direct the City Clerk to give '
proper notice, with the hearing to be scheduled at a Special Council Meeting,
April 19, 1971 at 7:30 P. M. in the Council Chambers at City Hall. Seconded by
Councilman Miron. Roll Call Vote. All voted ?lye.
Police Chief Waggener requested permission to send David Brewer to Basic School
at the Montana Law Enforcement Academy at Bozeman, April 18 - May 7. Expense
to be paid out of Omnibus Crime Funds. Councilman Riley moved David Brewer be
authorized to attend Basic School in Bozeman April 18 through May 7. Seconded
by Councilman O'Brien. Carried.
Councilman Riley brought to the attention of the council that the Ordinance
regarding closing of bars on election day should be clarified in regard to city
elections.
A request for permission to move a house (Vadala house) from 1103 South Main to
1205 lst. Ave. West. Councilman Miron moved the request be granted. Seconded
by Councilman Riley. Carried.
A written request from Roy H. Bengston & Anna_C. Bengston to put a 12 X 60 foot
trailer home at 218 - 8th Avenue West was referred to the Board of Adjustments.
Walter Deets made a written request to use 666 Sunset Boulevard as an Insurance
& Real Estate office. Councilman Roche moved the request of Mr. Deets be granted.
Seconded by Councilman Riley. Carried.
Fire Chief Peters requested authorization to hire David Mayhew as vacation '
fireman starting May 1, 1971. Councilman O'Brien moved Fire Chief Peters be
authorized to hire David Mayhew as vacation fireman starting May 1, 1971.
Seconded by Councilman Roberts. Carried.
A written request from Spender H. Ryder, manager of Anderson Theatre Company
to encroach 4 inches on city property in order to be able to reface the Liberty
Theatre. Councilman Miron moved the 4 inch encroachment be allowed for the
Liberty Theatre alteration. Seconded by Councilman Roberts. Carried.

Letter from Board of Trustees of the Police Pension Fund recommending invest-
ment of Police Pension Funds. Councilman Roberts moved the City Treasurer
be instructed to invest Police Pension Funds in available Sidewalk &Curb
Warrants of the City, and to invest $2,500.00 of Police Pension Funds in two
year time certificates. Seconded by Councilman Hensley. Carried.
Fire Chief Peters requested approval of attendance at a meeting with the
Montana Fire Rating Bureau in Great Falls March 24 and 25th. Those attending
the meeting were the Fire Chief, City Fire Marshall, and the Training Officer.
Fire Chief Peters requested also, approval of the reimbursement of travel
' expenses. Councilman Roche moved approval of the attendance of Fire Chief,
City Fire Marshall, and Training Officer at a meeting in Great Falls with
the Montana Fire Rating Bureau the 24th and 25th of March, 1971 and that
reimbursement of expenses by private transporation be authorized. Seconded
by Councilman Roberts. Carried.
No further business being presented, Mayor Bjorneby adjourned the meeting.

PRESIDED. COUNCILMAN TURNER ABSENT. ALL OTHER COUNCILMEN PRESENT.
READING OF MINUTES
The minutes of the regular meeting of April 5, 1971, were read. Councilman
Miron moved approval of the minutes as read. Seconded by Councilman
McCormick. Carried.
PARKING SPACE - Mr. Jim Willis, representing Arcadia Corporation, reported
that space for the required 77 parking spaces for the new office building to
be constructbd:on First Avenue West would be furnished.
GARBAGE PICKUP - Mr. Roger Baldwin, 528 Woodland Avenue, reported that he had
been notified by the garbage departnent that the garbage would no longer be
picked up at the carport, but that the garbage cans would have to be placed
at the curb on collection day. Mr. Baldwin said that for eight years there
has been no problem and the garbage crew has been backing into the driveway
and picking up the garbage at the carport. Mr. Baldwin stated that there is
no alley, therefore it is not possible to have the garbage cans placed on
the alley. Mr. Baldwin further stated that the garbage will be in the usual
place (carport) next week and that he expects it to be picked up as it has
been in the past. The matter was referred to the garbage committee.
' CHLORINE - CITY WATER
Mayor Bjorneby reported that a number of complaints have been received from
city water users concerning the strong smell and taste of chlorine in the
water. It was suggested that Sanitarian Darryl Goulet be directed to make a
series of tests on the water. Water Superintendent Lauterjung reported that
the chlorine content of the water did not exceed a residual of .5 parts per
million at the pumping plant.
CITY COUNTY PLANNING BOARD - Councilman Miron introduced Mr. Steve Petrini,
City County Planner, who reported on the Planning Board meeting held two weeks
ago. Mr. Petrini reported that we are now in the second phase of the comp-
rehensive plan and that one of the items discussed was the desire of the
planning board to review all proposed plats for annexation prior to the sub-
mission of the plat to the County. The Planning Board by reviewing plats
before their submission to the County could prevent areas from being isolated
because of inadequate access which sometimes occurs when annexations surround
an area cutting off adequate access.
