08-29-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 29, 2013 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Kevin LeClair, Senior Planner Wade Rademacher, Police Lieutenant P.J. Sorensen, Chairman Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Rick Parker, Bldg. Dept. Inspector Rebekah Wargo, Asst. Civil Engineer Kathy Kuhlin, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation; Marc Liechti and Brian Nelson, APEC Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: School District 5 Central Kitchen — 205 Northwest Lane. This is a 5,400 sq. ft. single -story, kitchen -only building. The City had a meeting with them on Tuesday and have developed a checklist of what needs to be completed. The largest issue is pending the return of Mike Baker regarding the sidewalks and the Safe Route to Schools Grant. There is an existing path on the east side of Northwest Drive. The grant money would cover an overlay of the existing path. The Three Mile Drive section that fronts this project to Northern Lights will possibly be put in with grant money obtained by the Parks Dept. They understand that they would be responsible for the sidewalk in front of their project if the grant money doesn't come through. They can bond for the improvements. LeClair suggested they put in these improvements now, and then we could take the grant money and extend the sidewalk down even further west. The crosswalks were discussed. The committee agreed to request developing the path on the east side of Northwest Lane and then collect the cash in lieu of sidewalks for the area in front of their project on Three Mile. They will be pumping their sewage from the kitchen north to the line that runs from Sinopah. Depratu — Glacier Volkswagen — 11,000 sq. ft. building, non-sprinklered. This project is still on hold for now. This will be on the agenda for next week. NEW BUSINESS: Fred's Appliance — 3075 Hwy 93 S; new retail store. The plans they have submitted pertain to drainage and utilities. APEC is not doing the landscaping on this project. Fire does not have any issues or questions on this project. Their property line goes out to the middle of United Drive, and Merganthaler owns the other half. Jentz mentioned that it would be good to have the whole road come into the City. APEC believes their storm drainage plan complies with what the City rules are, but are open to any options to redesign this. Wargo said that with the existing contours it drains to the highway, not north, and that our standards require it to leave the site the way that it left the site previously. She suggested that they discuss this with her at another time, so as not to tie up Site Review. At this point, they believe that the Architect will be completing the Storm Water Permit. Freyholtz stated MDT will be more concerned in the future as everything else develops in this area, but they are okay with this project. Haskins is working on reviewing the water system, and Wargo is working through the stormwater. PLANNING OFFICE ITEMS — There will be no meeting in September. They will be doing a Work Session on the Growth Policy. Bright View Subdivision (Glacier Eye Clinic) and the Pediatric Dental Office Zone Change on North Meridian will be going to the City Council next Tuesday. OTHER REPORTS: Spring Prairie — Fincher mentioned that Mike Baker stated that there is supposed to be a 2' clear area against the 10' asphalt bike path/trail. But in speaking with Karen Blumenstein about this, she stated they plan to put in a 30" dry stack wall with a cap and skateboard deterrents. Crowley believes that AASHTO standards state that a 2' shy zone is required. It could be a paved fog line. Karen stated that when she spoke with Public Works, MDT, and Tom, they told her the path should go right up against that embankment with no buffer. Discussion was held. The 2' area would be necessary for an 8' trail, but with a 10' trail the 2' gravel area would be a problem. Freyholtz asked about the landscaping at Hwy 93 and Treeline. MDT plans on widening the right turn lane and changing out the signal pole, but they are uncertain of their timeframe. If the landscaping is put in now, it will need to be replaced after the MDT project is completed. Freyholtz noted that next week the intersection of Hwy 93 and Reserve will be under construction, and traffic will be encouraged to use alternate routes. The meeting was adjourned at 10:35 a.m. 2
