08-08-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 8, 2013 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Dave Dedman, Fire Chief Kevin LeClair, Senior Planner Wade Rademacher, Police Lieutenant Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: A2Z — Fincher had released the bond on this but Deb Deist had asked if the fence was part of this. Sorensen will check on the fence. OLD BUSINESS: School District 5 Central Kitchen — 205 Northwest Lane. This is a 5,400 sq. ft. single -story, kitchen -only building. The food will be delivered out to the various schools. No new information has been received. This will be on the agenda for next week. Depratu — Glacier Volkswagen — 11,000 sq. ft. building, non-sprinklered. They had created two lots, and this went through the zoning PUD process in March. No new information has been received. This will be on the agenda for next week. NEW BUSINESS: The River Church —1275 Hwy 2 West; convert existing movie theaters into a church building. Existing building is out of the floodplain but there is a lot of floodplain that runs through the lot. They will be creating some office space and a mezzanine in one of the theaters. This will change the overall gross floor area of the building, so Sorensen will need to look at their parking numbers. Dedman stated they have already done a lot of work on their fire sprinkler system and upgraded their fire alarm system. Public Works will review their site plan. There may be some impact fees with the change of use. This is going to Architecture Review next week. PLANNING OFFICE ITEMS —The following two projects will be going to the Planning Board Meeting next Tuesday. Bright View Subdivision (Glacier Eye Clinic) Pediatric Dental Office — There will be a request for a zone change on North Meridian from R4 to B 1 for a pediatric dental office. A pre -application meeting was held with Owl Corporation, Mark Owens, and Sands Surveying regarding a zone change and minor subdivision to create a lot out of the southern quarter of the Westview Subdivision, located at the corner of Reserve and Stillwater, from RA-1 to RA-2, over to the eastern boundary of their ownership there. This would allow potential assisted living, medical offices, and multi -family. OTHER REPORTS: Jerry Begg maybe coming into discuss a possible text amendment regarding his property at 305 2ad Ave W. This amendment would pertain to the requirements to pave the gravel area and the elimination of the parking area that backs into the street. The meeting was adjourned at 10:15 a.m.
