ADDRESSING THE COUNCIL Mr. Burl Lyons, publisher of the Daily -Inter Lake stated he wished to address the Council, but wished to wait until the City.Attorney'Is present. Mr. Conrad, Peterson also indicated that, he wished to wait until City. Attorney was present before he addressed the Council. Fire Chief, Jack Peters, read to the Council .the letter he had sent to Mrs. Vick, requesting some action concerning the Campbell property. Chief Peters reported that he did not receive any reply from Mrs. Vick, but that he had received a phone call from Mr. Campbell informing him that Mrs. Vick had nothing to do with the property. Mr. Campbell also reported thit_he would call back concerning the.property, but so far.has not called. Chief Peters teported that it was planned to serve papers on the.property,owner,•giving 30 days for the owner to comply with regulations. Classification Police Chief Waggoner requested permission to send Dale Gifford to Fingerprint/ School at Bozeman, February 14 through 19, expenses to be paid by Omnibus Crime Funds. Carried. WATER COMMITTEE Councilman Roberts informed the Council the report regarding hydrants in Park View Terrace Addition would be delayed until next meeting. ANNEXATION Councilman Roberts invited members of the Annexation and Water Committees to attend a meeting being held by property owners of 5th, 6th, and 7th Avenues West, which is to be held at the Eagles Hall February 2nd, at 7:00 P.M. FINANCE CouncilmanHensley stated that the Finance Committee recommends uncollectable ambulance accounts in the amount of $725.30, be charged off. Councilman Hensley moved the ambulance accounts as listed, be charged off. Seconded by Councilman O'Brien. Carried. SAFETY COMMITTEE - Fire Department Probationary"Appointments Councilman O'Brien moved Melvin Tweet be appointed Alarm Captain for a.. 6 month probationary period, effective 1-1-71. Carried. 59 STREET AND ALLEY Councilman McCormick called to the attention of councilmen, copies of proposed Ordinance Regulating Excavations, which is to be presented for passage at the next council meeting. JUNK VEHICLES Car Crushing Councilman Miron reported on the progress of plans to bring in a car crusher to enable the City and surrounding area to dispose of abandoned and unwanted vehicles. He reported that he has been working closely with Mr. Sam Bibles of the Chamber of Commerce. Councilman Miron showed Councilmen the authorization slips vehicle owners would sign to authorize the removal of the vehicles. He reported there would be a presentation of the Plan for the Area Car Crushing Project at the High School Auditorium next Thursday. ADDRESSING THE COUNCIL Mr. Burl Lyons, Editor and Publisher of the Daily Inter Lake, inquired as to the status of newspaper vending racks on city sidewalks. Mr. Lyons reported that he had been informed by the police department, by telephone, that these vending racks would have to be removed from the sidewalks. Mr. Lyons stated that the vending racks had been in use for approximately 6 years. Ehe Police Chief reported that the 884; store had placed racks of merchandise on the city sidewalk and it was brought to the attention of the police department that it was in violation of city ordinance to obstruct city sidewalks. The police department therefore enforced the removal of these obstructions. A lengthy discussion followed and questions were raised regarding: Crazy Daze, City Litter Cans and the Senior Citizen bendh. Also, possible other Items located on city sidewalks. Councilman Roche moved the matter be tabled until the next meeting. Seconded by Councilman Miron. Councilman Roberts voted no. All other councilmen voted aye. Councilman Roberts moved the Ordinance be changed to exempt newspaper vending racks and city litter cans. Seconded by Councilman Miron. There was further discussion. Councilman Miron withdrew his second to the motion. Deferred until next council meeting. MISCELLANEOUS BUSINESS City Engineer McClintick reported the Coca Cola Plant desires to purchase adjoining property for business expansion and to provide parking space. The zoning Ordinance, Section 9, provides for expansion of existing businesses. They would still be required to meet all building code regulations. Mayor and Councilmen expressed no objection. S. 93 in Flathead County. The City Attorney also briefly reviewed the proposed Street Opening Ordinance. Councilman Roberts moved adoption of Resolution No. 2789, A Resolution Author- izing the Mayor to execute agreement with the State Highway Commission for Federal Aid Project No. F9999(21).
