03-02-06 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 2, 2006 Building Department Conference Room ATTENDING: Jeff Clawson, Plans Examiner Mark Crowley, Construction Manager Craig Kerzman, Building Official P. Kathy Kuhlin, Recording Secretary Guests: Caroline Cickowski, TBT Builders Hear the Public: None. Performance Bond Reminders: TD & H are certifying everything with Westview Business Park. However, Mark stated that their storm drains and catch basins are not built to standard. There are a lot of drainage problems at various projects around the city. Discussion was held as to projects not following what is required, and possible steps to correct that situation. OLD BUSINESS: Fun Beverage — Old School Station — They are short on some hydrants and some other fire engineering issues. They will be meeting with the Fire Department. F. Ray asked if they will have infrastructure around the project or will there be a well with a pump regarding the combustible portion of the project? Martel is their builder. Scotty's — 2245 Hwy. 93 S; restaurant expansion — The bulk of their parking is outside of their property line in the right-of-way. They believe they have an agreement with the Highway Department, but if they lose these in the future, they would have to come up with additional parking perhaps to the east. They also need an external lighting plan, loading area, and a landscape plan. They have a two-hour fire wall separating the old section from the new section. Discussion was held regarding the A occupancy. The back area is a gravel area that would need to be paved. Public Works will need to see their drainage plan. We will need something from the State Hwy. Dept. regarding the parking area. This will be on the agenda for next week. 2210 Hwy. 93 S/Daley Field — new retail — we need to know what type of business the other tenant will be to know how to calculate the parking. McKenzie River Pizza has a service road that will initially be one-way, but it may be expanded to two-way, and then this new retail would be able to access their property from that side (they will need a cross -easement). The service road for this project will probably be used for loading access. The hydrant location may be affected. They will need a Lighting Plan, sidewalk connections to highway and frontage road, and a Landscaping Plan. We'll need to see a revised site plan. Fire can drive in, through, and out the service road, so the hammerhead turn around is not needed. They will need to post their delivery area as a loading zone/no parking. They may need to add a hydrant or sprinkler their project, depending on their flow testing. The Police Dept. will need a phone number for their alarm system. They should contact Roger Krauss. 26/38 — 8th Avenue West — They should have a sidewalk on the right-of-way on 8th Avenue West. They will have a shared lighting plan with a pole in the middle. They will do the landscaping we previously requested. If the alley is not paved, they will need to have their end of the alley paved. This is approved through Site Review with the above conditions/requests. NEW BUSINESS: 15 —18t" Street East — interior remodel; partial change of use to vet clinic — interior remodel. From prior site plan. There won't be any backing up in the street. Will need to install a handicapped spot in the front, and possibly one in the back. They may need to put in a handicapped ramp and striping. This is 8,600 sq. ft. This is all paved already. The Police Dept. will need a phone number for after hours since there will be narcotics stored here which will increase the possibility of break-ins. This is approved subject to the stated issues. 795 Sunset Boulevard — Dr. Armstrong's clinic — internal remodel; expanding into adjoining unit. Discussion was held, and it was decided that this is not a Site Review issue because there is no change of use (i.e. medical/dental use is continued). PLANNING OFFICE ITEMS: Minor Subdivision — 7th Avenue West and Western Drive. There is currently a house and garage located on the property. They will be splitting the two apart. Western Drive is a private drive according to the County. Sign Ordinance — We will be tweaking the sign ordinance regarding wall signs on buildings with 200 ft of frontage and undulating architecture in reference to the Kalispell Center Mall. If you have any comments regarding this, please let PJ know. OTHER REPORTS: Town Pump — This will go before Architectural Review on the 14th according to their CUP.
