OLD BUSINESS:
Fun Beverage — Old School Station — No new revised plans yet. They will be taking out the
truck wash. Log treatment was discussed.
Scotty's — 2245 Hwy. 93 S.; restaurant expansion — revised plans were reviewed. They will
be putting in a second hydrant. Fire is okay with where they will put it in. They need to
develop their Lighting Plan. They will need to clarify what their landscaping will be. New
entryway will be going in. Public Works will need to review their drainage plan. They will
pave in the back. Need to get the lease done with MDOT. Will need to address their
handicapped parking. Loading area is in the back. They will remove the shed that is on their
property line. Approved subject to the above listed conditions, which need to be addressed
prior to issuing a permit.
2210 Hwy. 93 S./Daley Field — new retail — Chris H. Byrd and Mark Liechti — Most matters
have been addressed, but no final plans yet. Updated site plan was reviewed. They have
added a new sidewalk that connects from the highway to the internal sidewalk. Other
drainage improvements were discussed, as well as the fire hydrant issue. They may extend the
hydrant on Highway 93 S. for closer access or install an additional hydrant. We will need to
have a schematic for the lights and a letter regarding everything else. We will also need a
copy of the cross easement. Landscaping has been discussed with Mike Baker. The drainage
swale will have to be cut in. BMP's will need to be set up during construction to keep mud
out of the street. Pending approval of the final revised site plan, drainage plan, looking at the
cross easement, receipt of the lighting plan, and the final hydrant plan to fire, this is approved
(need to address the issues prior to issuing a permit). This could be brought back if needed.
Town Pump — 2910 Hwy. 93 S.; casino addition to convenience store — This went through
Architectural Review on Tuesday. They submitted their CUP as a single story building, but
there is actually a basement. Fire will require them to sprinkler the building. We will require
them to put in a bike path. They will need to get 1VIDOT and the County's approval. They
will have to extend the City sewer main to the far end of their property. Frank will send them
a letter. Would need to sprinkler in the basement. Fence, lighting plan, more detailed
landscaping plan, buffering on the property lines, bike path, screening around the garbage
containers, clear vision triangles, paving, short eight parking spaces, setbacks, handicapped
parking spaces, "east" needs to be changed to "west" on the plans. Access off of Cemetery
Road needs to be coordinated with Public Works.
Courthouse East — 723 — 5th Ave. E.; remodel existing building into office/apartment use;
proposed new coffee shop — has gone through Architectural Review. Need to redesign for
additional buffering. They appear to be substantially short of parking spaces, and may need to
eliminate the building in the middle of the lot. Need a lighting plan, redesign parking,
landscaping redesigned. Five foot buffer around parking. Have ordinance that was passed
through Council, but the development agreement is not approved yet. Public Works is to
review water, sewer, grading, and drainage. Fire access and sprinklering will be reviewed by
the Fire Dept. A development plan for Public Works, dust and weed abatement plan,
boulevard landscaping, install sidewalks, lighting plan, sign plan, 5' boulevard, screen garbage
collection area. There is a phasing plan. Council has requested a performance bond. Need a
development agreement.
202 Conway — interior remodel; medical office and medical billing office — Adding
handicapped spaces and doing a ramp. Getting lighting information. Not changing parking —
moving module office units. Approved.
NEW BUSINESS:
None.
PLANNING OFFICE ITEMS:
Hilton — The Hilton is planning on going in at the armory location on Hwy. 93 S. This will
be brought to Site Review next week. They will need a special use permit. This is coming in
for a CUP for the Casino.
OTHER REPORTS:
Subdivision - West Reserve Drive and Scenic Drive — 60 lots, Tim Birk's project. The
property is owned by Charles and Sara Barrows. Water and sewer services to the parcel.
Original sewer was Evergreen. Water and Sewer District. Enough to get fire flows to'/z mile
in, there is no water pressure to the hydrants. Would like to loop the water and the sewer and
develop the entire piece out. Alternative access to do main road and go for water pressure in
that area. There is only a little bit of property left for access. Isolated pocket. They want to
know how to proceed at this point. They may need the cul-de-sac to be moved for fire. It
can't exceed 600 feet. Sean felt that 66 lots was high. The lot sizes are 75' x 174'. Density
was discussed. Only looking for expansion and capacity for sewer and water. They will file a
waiver of annexation. Could do an annexation district. Whatever we did in Cottonwood.
The loop would take care of the water pressure issue. Would need to build the streets to city
standards. Sean will send Tim a summary letter.
Subdivision — off of Valley View Drive, six lots, Peggy Mathiason and Rick Breckenridge,
Montana Mapping. North of Lone Pine Estates. Existing house on property. An 8" line will
be required to their property. The City will participate in up sizing this to a 12". No late
comer's fee for water. Will have to pump their sewer back through the force main. They will
need 30' from the center line to the edge of the property for right-of-way with curb, gutter,
and sidewalk. They will need a 60' right-of-way on Valley View that will need to be shown.
Set aside 30' from the center line. The lot with the existing house has an edge in the flood
plain. Looking at a duplex on one of the lots, but may not be able to do that with the likely
zoning designation. Sean suggested R-2. Rearrange some of the property lines to get sub -
lots in there and put in townhouses. The City may want to participate in up -grading the pump
house there. Bike path and buffer strip along the back side. Parks would prefer the bike path
on Valley View. Bike path in lieu of sidewalk. The shop on the property was built under the
building code, but they will need to address setback issues and the prohibition on accessory
structures on lots without principal structures.
Hope Pregnancy Center — Use permit. They will be getting a sonogram machine. The
zoning would allow this proposal as part of the church function. They may do some internal
remodeling. Parking will have to be paved.
4th Avenue EN and Oregon — basement being poured with rebar sticking out and children
were playing there. They need to put some public safety fencing around the project, along
with plastic caps on the rebar if it's sticking up.
Fire Station Alarm System — it isn't in yet for the final walk through to occur on Monday.
Glacier Bank needs their alarm system done (Grizzly Alarms) prior to final walk through.
Fast Food Company — looking at going in at Spring Prairie.
Firm is looking at the old Kelly Main Street location on Main Street.
