07-11-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 11, 2013 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Keith Haskins, Senior Civil Engineer Tom Jentz, Acting Chairman Kevin LeClair, Senior Planner Rick Parker, Bldg. Dept. Inspector Rebekah Wargo, Asst. Civil Engineer Kathy Kuhlin, Recording Secretary GUESTS: Justin Ahmann and Kim Larson from APEC Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: ASI — Warranty and Maintenance Bond for $6,000 for ASI on Grandview for the Van E Apartments will be expiring next month for public infrastructure. Kalispell Center Mall — Letter of Credit for $209,000 has been extended for another year. Ashley Heights Sound Wall — There are four houses under construction and the sound wall is still not there. Their Performance Bond is coming due soon. OLD BUSINESS: School District 5 Central Kitchen — 205 Northwest Lane. This is a 5,400 sq. ft. single -story, kitchen -only building. The food will be delivered out to the various schools. They went in front of Architectural Review this week and have a little facade work to change on their building. Drainage has been taken care. There is no ROW on the west side of Northwest Lane. They could put an easement on their own property. They will need to put in sidewalk on Northwest Lane from Three Mile Drive to the parcel line. The boundary line adjustments have not been done yet. If they are going to put the project on the lots that go to Three Mile Drive, then they will need to put sidewalk along there, too. There will be street trees put in in front of the facility, and Crowley would like to see them put in a landscape boulevard. Wargo noted that curb and gutter would probably cause more drainage problems. This will be on the agenda for next week. NEW BUSINESS: Depratu — Glacier Volkswagen — 11,000 sq. ft. building, non-sprinklered. They had created two lots, and this went through the zoning PUD process in March. The provided plans were discussed. They are still negotiating with MDOT regarding their accesses on Highway 93. Haskins asked for the Title Sheet to be included with the Civil Drawings. The Traffic Report will be submitted within a month. The project is out for bid and they hope to begin construction by the end of the month. Fincher will review the Landscaping Plans. Lighting was discussed. The photometric layout will be provided. Haskins stated we need to look at this site independently at this point. Larson offered to get another full set of plans to Haskins. The garbage container location was also discussed. Oil recycling will be done inside or taken away. Building materials were discussed. This will be on the agenda for next week. PLANNING OFFICE ITEMS — Bright View Subdivision (Glacier Eye Clinic) — submitting for the August meeting. OTHER REPORTS: Hilton Homewood Suites — They were looking for water valves in the northeast corner of their property. They are building a garbage enclosure and shed over the water valves and in our water easement. They stated the garbage enclosure was in the architectural sheets. Crowley received a new drawing this morning which shows the fire hydrant and the two water valves. They will need to shift it to the east, outside of that easement. Crowley will continue to discuss this with Martel. Northland Phase IV — Crowley mentioned that he and the contractor are going through the punch list for this project. The speed bump was discussed, along with the possibility of redoing it. The meeting was adjourned at 10:45 a.m.
