06-27-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 27, 2013 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Wade Rademacher, Police Lieutenant Rebekah Wargo, Asst. Civil Engineer Kathy Kuhlin, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: School District 5 Central Kitchen — 205 Northwest Lane. This is a 5,400 sq. ft. single -story, kitchen -only building. The food will be delivered out to the various schools. There are two parcels there, and the building appears to be straddling the two. The two parcels together would be approximately 210' x 430'. Freyholtz stated that MDT has control on the approaches on Three Mile Drive. There are two approaches, one of which is gated for emergency access. They will be coming in on the eastern end approach coming off Three Mile, and then go on Northwest Lane and make an immediate left. If they use the existing approach that is presently gated off, they will need an approach permit from MDT. Jentz noted that their design shows a parking lot going back onto Northwest Lane to the east. The turn in is approximately 150' north of Three Mile. Rademacher is concerned about traffic with drivers dropping off children and traffic regarding this facility. Jentz noted that they will only have five to six employees working at this facility. He will look into how often the meals will be delivered. They are working on drainage issues presently. NEW BUSINESS: None. PLANNING OFFICE ITEMS — Nothing for the July meeting. Bright View Subdivision (Glacier Eye Clinic) — submitting for the August meeting. Pediatric Dental Clinic — A request for a B-1 Commercial Zone Change off of North Meridian (the old trailer court property) for a possible pediatric dental clinic is coming through, also for the August meeting. Fred's Appliance — Went through the City Council Work Session last Monday. Final approvals will be at the next Council Meeting on July 1 st. They will be coming in for Site Review next week to get their building permit. They will still need to go through a second reading and a 30-day effective date. This will be a 20,000 sq. ft. building, exiting out on United Drive and then to Highway 2. OTHER REPORTS: Bus Shelter - Freyholtz stated that they have been approached to have another bus shelter put in South of Reserve on Highway 93 near Cabela's. Treeline Traffic — MDT will be possibly taking out the median on Treeline, putting in a separate left turn lane off of Treeline, and another right turn lane from Highway 93 onto Treeline per Freyholtz. Northern Bypass — MDT will be letting the bid for the bypass today. Next Site Review Meeting — Our next meeting will be next Wednesday, July 3`d, at 10 a.m. The meeting was adjourned at 10:13 a.m.
