Dept. Inspector Wade Rademacher, Police Lieutenant P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Coffee Shop — 305 2nd Ave W; convert dry cleaning business to restaurant. Jerry Begg, the building owner, met with the Planning Dept. on Monday. We still don't have a formal decision on all four issues. The sidewalk and the drainage issue have been resolved. Regarding paving the parking lot and the parking spaces that back into the street, Mr. Begg is appealing those requirements with the City Council. He has agreed to put bollards in the parking area that backs into the street for now, and then remove them later if the Council allows him. He will also block off the gravel parking lot with parking bumpers. They would like to open the coffee shop in June. This is approved through Site Review with conditions, and he reserves the right to appeal two of the issues with Council. Sorensen requested Rademacher to submit a memo for Sorensen to provide to the Council when the appeal is heard regarding the hazards of parking that backs into traffic, including this particular location. Prestige Assisted Living on Glenwood — Memory Care Addition — We have received a full set of plans with an updated site plan showing the connection to the existing sidewalk on Meridian. Public Works will need to review the stormwater. Porteus BBQ —180 Kelly Road — change of use from retail to restaurant. They will be going into the building where the aquarium shop used to be. This is a 1,600 sq. ft. portion of the building converting over to restaurant use. Crowley would like to require them to submit aproposed sidewalk plan with standard curb, sidewalk, and gutter, or submit an alternative idea. Sorensen pointed out that the total value of their project is $3,500 and we should keep the cost proportional in this type of a situation. We could note it as a comment through the condition section, and ask that it be addressed in the future. We will require them to stripe out and sign the area in the front for two ADA parking spaces. This is passed through Site Review. Glacier Eye Clinic — Reserve Loop; new medical office. They want to get their foundation formed. Parks is waiting for their response to some landscaping issues. Crowley (and Keith Haskins via phone) will be having a pre -construction meeting with them this afternoon on the job site. They also need the address for this location. NEW BUSINESS: None. PLANNING OFFICE ITEMS — Both of the following annexations will be going to the Planning Board Meeting next Tuesday: Leisure Heights — Request for an annexation for a lot on the far east side. They had a septic failure. Orchard Village Apartment Complex - southside of Appleway. Request for an annexation of a sliver of property on the very west side, which presently has a little house on it. Zoning is B-2. He wants to put another 4-plex apartment on there. This would be an annexation with a Conditional Use Permit. He plans to keep the house there. Fred's Appliance — A 20,000 sq. ft. building will go in north of Mergenthaler's on Highway 93 South on Gardner's property. Jentz has just sent out referrals on this. They will need to submit a road system and a sewer system proposal. They are interested in having a road on the back of the lot with right in, right outs going to Highway 93, which will probably be an improvement over a frontage road. They still need to come up with an engineering solution for the sewer system. The Dollar Store - at the Gateway West parking lot - One half of the building will be retail liquor (not State run) with a casino in the back with about 20 machines. No site changes. Old Sizzler Building — Tiebucker's in Somers is moving into the old Sizzler building. It will be called the Tree Frog Tavern. They will have a small area for a casino with 5 or 6 machines, and are planning on having no one under 18 allowed in the building. No site changes. OTHER REPORTS: Spring Prairie Bike Path — Freyholtz asked about the City standards regarding how far off the road the bike path will go from the tower, going north. It should go 5' around the tower, but they have to work with MDT's right-of-way. Jentz stated that 10' off the road, other than next to the tower, would be better. Landscaping was discussed. They need to work with the bypass as well. The meeting was adjourned at 10:45 a.m. 2
