02-23-06 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 23, 2006 Building Department Conference Room ATTENDING: Frank Castles, Asst. Performance Bond Reminders: Jennifer drove by the Town Pump and stated that their landscaping is approved. PJ will release their bond. OLD BUSINESS: Fun Beverage — Old School Station — PJ spoke with the architect but has not heard back from them yet. Greg Lukasic from Morrison-Maierle said they have taken care of most of these and are issuing a revised plan on Monday. The fire department will need to check off on their fire accesses. Public Works is still waiting on their mechanical engineer to furnish us with the flow rates and chemical concentrations of what is flowing out of the truck washing facility. Greg stated that they probably won't be doing the truck washing facility right away, but he is aware that they will still need to pay the system development fee. Fire will need some clarification regarding the battery room, etc. NEW BUSINESS: McDonalds — 1110 Highway 2 West — remodel — no addition. They will be changing their parking and drive-thru lanes so there are some site issues on this, but primarily internal remodeling. They will need sidewalks and landscaping on the north side of the property along the highway. Lights will need to be brought into compliance. They will be changing their parking to angle parking. This is passed through Site Review. Osborne — 111 Main Street (old VFW; convert to coffee bar) — internal remodel. This will go through Architectural Review next week. It is not clear if they are coming back with an internal demolition permit. Public Works will need to see their existing plumbing floor plan to show what they are taking out and what they are adding. Scotty's — 2245 Highway 93 South; restaurant expansion — new addition. They never completed their parking with the last addition. There may be a shortage on parking. They will have a two- hour wall. Setbacks do not look like they are in compliance for a shed that they recently moved. They have a previous agreement for seven additional spaces available from Culligan for use after 5:30 p.m. This will be on the agenda next week. 2210 Hwy. 93 S/Daley Field, Lot A — new retail — 8,000 square feet, one story, one retail liquor store and one unnamed tenant space. They will need to continue the curb and gutter around their parking lot. There needs to be sidewalks on each end. Landscaping was discussed. They will need a Lighting Plan and a Landscaping Plan. They should put in a pedestrian access to Highway 93 across the access road. They will need a culvert to accommodate the drainage swale. PJ will check on their parking layout and see how it works with the culvert. Fire may need a hammerhead turn around. They will need curbing along the widget. This will be on the agenda next week. Western Building Center — 3rd Avenue East; addition — Preliminary review — 3rd Avenue East and 18th Street East. They are taking out the existing storage building and putting on an addition to the north, and adding a covered storage area in the back of the building with a metal roof and columns (a lean-to). The storage in the back will be built first. Sprinklering requirements and the timing of when the storage area will be sprinklered was discussed. The whole project will be completed in 2006. Parking will be improved. They will need to put in sidewalks on 18th Street East. They will have it resurveyed. Parking counts and dimensions will need to be looked at. Some remainder property along the south of the access road to the storage units would be landscaping/drainage. When this does come in, they will need a Landscaping Plan and a Lighting Plan. This will also go through Architectural Review. Discussion was held regarding the riser for the sprinklering system in the new warehouse building in the back. PLANNING OFFICE ITEMS: Western Acres — two lot subdivision being re -subdivided. City Airport — Airport affected area regarding height issues and air zone. Mostly pertaining to cell towers and property immediately adjacent to the airport. Kalispell Center Mall — We are trying to help them with their signage program. OTHER REPORTS: Veterinary Clinic - 18th Street East on West Side of Highway — Change of use. Only an internal remodel. This will be on the agenda for next week.
