Performance Bond Reminders: Scott Davison has inquired about releasing the $4,000 bond for
landscaping, paving, and grading at Town Pump. This will be released back to them if the
landscaping has been done. Jennifer will check on this. Westview Business Center expires tomorrow,
and this will be released. Blue Herron Phase 1 & 2 as it expires to the sidewalk. (?)
OLD BUSINESS:
Fun Beverage — Old School Station — PJ spoke with Andrew Sitton regarding the 16 items of
concern we discussed last week, including a Lighting Plan and a Landscaping Plan. We need
their mechanical engineer to furnish us with the flow rates and chemical concentrations of
what is flowing out of the truck washing facility. Fire issues were listed as one of the 16
items. Bids will be opened on the 14th for wells. Jim Atkinson asked about the radius in the
traffic circle for Eagle Transit busses. There may not enough area provided for truck staging.
Janet Monk — 26/3 8 — 8th Avenue West; two 4-plexes — Have them pave the alley. B-2 zone.
There will be fencing along the side property line.
NEW BUSINESS:
None.
PLANNING OFFICE ITEMS:
Kelsey Subdivision — This is in the Evergreen sewer and fire district. The annexation district
is being worked out. This subdivision has gone through the Flathead County Planning Board
in 2003 with a PUD. The annexation district would need to be approved by the Council. We
are looking at the infrastructure design today. This will be built to City standards. Zoning is
similar to City R-3 . Lot 14 and 15 may have problems with lot widths. The homeowners will
maintain the park. City and developer are working on the urban standards development.
Undelineated flood plain. Discussion was held. Mark suggested that it may be beneficial to
clarify this as insurance companies may have a problem with this and the homeowner will
suffer. There is no secondary emergency access, but Mike Anders owns the property next to
this.
OTHER REPORTS:
111 Main Street — old VFW will be converted to a coffee bistro. Public Works asked to
have it clarified if they are tied into the storm sewer.
Turners New Proiect — Jennifer gave Tom some comments from Mike regarding this new
project. Road size was discussed. Design each road as a collector that opens on to Foy's
Lake Road. They need a landscape design. They need 90' intersections.
Granary Ridge — Their parking spaces don't work on Granary Road. This was final platted
last night.
Shining Mountain Church — 8th and 7th and Oregon — taking out two lots. They have
tweaked their building to make room for their parking lot. There is no sidewalk. This will be
on the agenda next week.
Conditional Use Review — Jennifer turned in the Parks Dept. notes regarding this. A
reminder to everyone else that they need to get their comments in.
