Hear the Public: Jim Atkinson went to a Transportation Advisory Meeting yesterday. The five-
year Transportation Plan is close to being passed. This would mean a huge increase in funding for
transportation and for Eagle Transit. They will be asking the three cities for grant money that will
help them get their match money. Kalispell Center Mall has also approached Eagle Transit about a
downtown shuttle that KCM would fund. Eagle Transit has $24,000 for passenger shelters. These
shelters cost approximately $8,000 each. Dial —a -Ride will be for ADA and senior people. This will
allow Eagle Transit to have more stops, faster service, and to cover more area. They are also still
working with Glacier National Park (GNP) and MDOT. GNP will purchase the buses and MDOT
will help with the financing. Eagle Transit will do the transportation into the park for three months
and the buses would be used by them for the other nine months. Jim thanked the committee for the
help with ingress and egress for buses.
Performance Bond Reminders: No change since last week.
OLD BUSINESS:
Courthouse East — 723 — 5th Avenue East (Preliminary Review) — Frank sent a letter to them
regarding their final fees. Their parking plan needs to have the proposed building in the
middle removed to help them meet their parking requirements. Drainage is still an issue.
They need to sprinkler and alarm the building. The Eagle Transit drop off would be on 8th
Street East. Ask about the status of the elevator. PJ will send them our comments/questions.
There is concern as to their 5' landscape buffer.
NEW BUSINESS:
30 Meridian Court — J & L Subdivision - office building. Great Bear Builder is doing this
project. This is located at the end of Meridian Court where the cul-de-sac is. This is an odd
shaped property. They are putting in office space, a contractor's office, and some storage.
This is zoned B-2. The handicapped parking was discussed, and this will need to be extended
for van parking. We will need a Lighting Plan and a Drainage Plan for Public Works.
Discussion was held regarding the abutting resident on county property and whether they
would need a view obscuring fence. This will be required for the portion of the property
surrounding the storage yard. They will need a sidewalk connecting the City sidewalk to the
existing sidewalk.
PLANNING OFFICE ITEMS: None.
OTHER REPORTS:
Flathead Valley Community College — They will be claiming Agency Exemption. Jeff is
looking at the building and Public Works has the water and sewer plans. Brent is working on
the addressing of their buildings. Eagle Transit would also like to have input on the ingress
and egress. Alan Peterson of Architects Northwest is the architect on this project. They will
be moving two of the tennis courts and they will be rebuilding them somewhere else on their
property. Due to the agency exemption, the project will not be subject to zoning and will not
be taken formally through site review. Therefore, if any department has any aspect of the
project they need to review (e.g. fire access, drainage, landscaping, etc.), they should
undertake those reviews independently.
Holiday Inn — They will be going in northwest of Lowe's. The PUD area was discussed.
Blue Herron Phase III — The Final Plat will be going through soon. Public Works has met
with Jean Johnson and they have asked him to complete everything that has not yet been
completed in Phase I and II. The Subdivision Improvement Agreement (SIA) will need to be
revised. The lot size that needed to conform with zoning did not include easements. The bike
paths are presently owned by the property owners. Tom feels we need to discuss the bike
path issue in the future regarding maintenance. It could be kept as an easement but have the
City maintain it.
Westwood Park — They do not need a traffic study.
140 Condos — On acreage next to Kidsports past the Greenery on Four Mile Drive. They will
need a traffic study.
ISO Request — Brent mentioned that the Fire Department has asked for a re -rating with ISO
and they will be coming here in April. We are presently rated as a 5, but would like to see this
rating drop to a 3. This rating will really help with business insurance rates. There is a lot of
preparation of information for this process, and we may be contacting Craig and Tom for
some assistance.
