Hear the Public:
Mark Crowley, representing Rails to Trails, stated that they are having their annual 5k race
beginning at Meridian Court on May 20th. The race begins around 8 a.m. and goes for about
an hour. Roger asked that they just let KPD know about it.
Jennifer Young, representing Parks and Recreation, mentioned they are having a fund raiser
to purchase a band shell for Depot Park for Picnic in the Park. The event will begin at 7 p.m.
on February 25th at the Eagle's Lodge. The cost is $20.
Performance Bond Reminders:
Charles Lapp is getting an extension on the Blue Herron bond to expire at the end of August.
Mark is still working with Tim Birk on the Muskrat Slough S.I.A. for sidewalks. Mr. Birk is
planning to eventually sell all of the lots to one realtor.
Mark noted that he now has put all of the S.I.A.'s on a calendar with Outlook. If you would
like a copy, please let him know.
OLD BUSINESS:
Bay, Bar & Grill — 139 — 1gt Avenue West; Administrative CUP — they submitted their
application yesterday. They are still working on coming up with the two additional required
parking spaces. This is passed through Site Review with the conditions that they come up
with the additional parking and the entire building will be sprinklered. As part of the code
review process, Jeff will make sure that the roof drainage is no longer draining into the
sanitary sewer.
NEW BUSINESS:
Fun Beverage — Old School Station — at the far south end of town. Final Plat is going to the
Council soon. The infrastructure was approved with the S.I.D. There is no sewer and water
out there currently. This will be put in by the developer, beginning at Four Corners. They
can only put in the foundation, unless further construction is approved by the Fire
Department, until the fire access is approved (hydrants, all-weather road, street signs).
There is a 20' buffer on their property, and there is room enough for the bike trail and
landscape easement. There is no landscaping or lighting plan. Public Works is looking at the
drainage. They will need to put in 5' sidewalks along the building.
PLANNING OFFICE ITEMS:
Turner Subdivision/Foys Lake Road — 756 lot residential subdivision/annexation/growth
policy amendment/PUD (preliminary review) — This includes proposed City streets, sewer and
water, alleys, a 4.4 acre city park in the middle, a few other small parks, and a bike path. The
bypass will go in next to this project. They will be putting in storage units along the side
where the bypass will be. There will be four accesses on Foy's Lake Road. Single family and
townhouse units. Drainage was discussed. We should look at requiring a connection to
Highway 2 in order to relieve the traffic impact not only on Foy's Lake Road, but also on
Meridian and 6th/7th Streets, which receive traffic from Foy's Lake Road. They will need to
do a traffic study. Copies of the proposed subdivision were distributed to each department
for review.
Ashley Park Phase 8 — Final plat is in and going to Council in two weeks.
Papa Johns Drive-Thru Espresso — They have a new layout design. The drive in will be on
4th Avenue EN. Copies of the new layout were distributed for review.
OTHER REPORTS:
Bike Paths — Cottonwood and Empire on each side of Stillwater have no connection between
the two bike paths, as well as the paths on each side of Three Mile Drive at Bowser Creek.
The grade of bike paths was discussed. Mark will discuss this with the owners. We need
some standards in the Design Standards for bike paths
