OLD BUSINESS: Coffee Shop — 305 2nd Ave W; convert dry cleaning business to restaurant. Jerry
Begg, the landowner, went to the City Council meeting and spoke with them. There is a meeting set
up for tomorrow to meet with the City Manager and Jerry Begg to see where this stands.
Glacier Eye Clinic — Reserve Loop; new medical office. They have started to move some dirt.
Public Works is still working through some things with them. Parks is waiting for some landscaping
changes also. Wargo stated that if Dedman is okay with their fire hydrants, then Public Works is fine
with it. This will be on the agenda for one more week. Freyholtz stated that MDT will be issuing
them a temporary access permit for doing the ground work. The road in front of them is Timberwolf.
Prestige Assisted Living on Glenwood — Memory Care Addition —They obtained their Conditional
Use Permit last fall. Public Works has not received anything new since last week. Sorensen spoke
with their architect about the sidewalk extension. They did not have it on their plans because of cost,
but if Public Works is requiring it, they will put it in. Wargo and Sorensen believe that Crowley
wanted it as a condition and they agree. Wargo still needs a Design Report and a Stormwater Design.
Fincher has some notes for Prestige as well. Fire is okay with this project.
NEW BUSINESS: Brannigan's — 101 E Center; expand existing restaurant/bar. Crowley had
asked for yellow paint on their curb to be completed as part of their CUP. Fire sprinkling will need to
be part of that. The rest of the building will be the responsibility of the owner of the building. The
fire sprinkling will be a building permit condition, and this is approved through Site Review.
PLANNING OFFICE ITEMS - Leisure Heights — Request for an annexation for a lot on the far
east side. They had a septic failure.
Orchard Village Apartment Complex - southside of Appleway. Request for an annexation of a
sliver of property on the very west side, which presently has a little house on it. Zoning is B-2. He
wants to put another 4-plex apartment on there. This would be an annexation with a Conditional Use
Permit. He plans to keep the house there. An agency referral has been passed around.
Valley View Drive and Foys Lake Road — the southwest corner has an acre or two of land where
they would like to put an office complex there. It is not zoned for that, but Jentz has given them a
process to follow up on.
OTHER REPORTS: Concord Lane — Exclusion request for a sliver of land that is in the City in a
drainage area. The person that owns this has most of their property in the County. She is paying $83
on her taxes to the City for this little sliver of land. She is requesting that this be excluded from the
City and make the whole property in the County. The reason it became this way is that there was a
land swap in approximately 1996. Sorensen requested that everyone take a look at this property and
see if there is any objection to this request. This may be part of the bike path that will run across
there, where they will be bringing a culvert in through the creek that runs there. It was unclear if this
will run down Concord or if that was part of the purpose of acquiring this sliver of property. Fincher
will look into the bike path for this area.
Third and Fourth Avenue East — T.A.C. has recommended that these two streets be taken off of
the Urban System. They will become "local roads", which means we have local review and local
comment on those local roads, so we can add or take down signs or remove the "one-way" status
through the City Council. The Highway Commission still has to approve this, and they won't act on
it until July. The City Council, as well as the Transportation Plan and the neighborhood, have already
given T.A.C. the direction to take these off the Urban System.
Cabela's — They have added the required fire hydrant. Fincher is waiting for their Landscaping Plan
revisions.
