04-18-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, April 18, 2013 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Sean Conrad, Senior Planner Mark Crowley, Project Manager Dave Dedman, Fire Chief Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director Rick Parker, Bldg. Dept. Inspector Wade Rademacher, Police Lieutenant Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Crowley noted we received a bond from Alex Burkhalter for Depot Place; a Warranty, Maintenance, and Performance Bond for some right-of- way improvements that need repair. Fincher will follow up with them on some landscaping issues. Total Serenity at 454 North Main turned in a Performance Bond and a couple of Cashier's Checks for some of the work there regarding their parking lot and the sidewalk replacement where the curb cut is being removed. OLD BUSINESS: Coffee Shop — 305 2nd Ave W; convert dry cleaning business to restaurant. The property owner attended the City Council meeting on Monday and disagreed with the Site Review Committee's position. A memo will be going to Council as to why we had those four conditions on there. This will remain on the agenda for another week. Glacier Eye Clinic — Reserve Loop; new medical office. Wargo received their revisions at the beginning of the week that she is working through. There are mostly site changes, not building changes. This will be on the agenda for next week. There is a question about the street name in front of this project. It was shown as Timberwolf, but it didn't really line up with Timberwolf; it lined up more with Wolfpack Parkway. Conrad shared conceptual designs for Timberwolf and Wolfpack Parkway when DNRC came in for the two lot subdivision they did for the DNRC Campus and 911 Center with Aaron McConkey regarding the addressing, so it would be Timberwolf according to those plans. Prestige Assisted Living on Glenwood — Memory Care Addition —They obtained their Conditional Use Permit last fall. It is here now for Site Review and their Building Permit. Sorensen had a few questions about fence placement and some things with the outdoor lighting. There will be a small revision relating to the garbage enclosure that will be coming that we haven't seen yet. Wargo heard from the engineer earlier this week but has still not received any plans for stormwater. This will be on the agenda for next week. Conrad gave Fincher a copy of the site plan for landscaping. They will have to come back for another CUP for their future addition, either administrative or a full one. Montana Lil's — 285 North Main; new entry vestibule. They will be checking with the County Health Department to make sure they are not creating a violation with their smoking hut, because the State Statute has different rules about the number of walls that can be enclosed and still considered outdoor. Most of our end is wrapped up on this other than Architectural Review. This is moved through Site Review. NEW BUSINESS: Pela Beauty Academy —1327 Hwy 2 W; convert office to commercial school in Ashley Square, next to the 24-hour fitness center. Zoning is B-2, permitted use. They have a paved parking lot in the front, but it is in very bad condition. However, repair of a parking lot has never been required before. This is all existing, with internal changes only. There is a newer parking area on the north side of the building, between the building and Corporate Drive. They may need to put in an additional bathroom. This was passed through Site Review. PLANNING OFFICE ITEMS - Leisure Heights — Request for an annexation for a lot on the far east side. They had a septic failure. Orchard Village Apartment Complex - southside of Appleway. Request for an annexation of a sliver of property on the very west side, which presently has a little house on it. Zoning is B-2. He wants to put another 4-plex apartment on there. This would be an annexation with a Conditional Use Permit. He plans to keep the house there. An agency referral has been passed around. The Cliff View Subdivision — three lots at the end of Mile High Court - received preliminary approval from the Planning Board. This will go to the City Council on May 6 h. They are still working with Public Works on their stormwater plan. OTHER REPORTS: Brannigan's — Second floor plans have come in. There will be a card room on one side, casino on the other, a dining room in the middle, and dining tables that could be blocked off as a private seating area with views over Depot Park. They will be adding two windows on the west side of the building to provide for this view. They will be working in the sprinklering requirements on this, too. This will be on the agenda next week. Depot Place — Having their final inspection on Monday. They will not have their parking lot lights in, as they are not here yet. They may post a bond on this. The meeting was adjourned at 10:20 a.m.
