Sorensen, Chairman HEAR THE PUBLIC: APEC Engineers: Mark Leichti, Kim Larson, and Mark Johnson. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: None. NEW BUSINESS: Coffee Shop — 305 2nd Ave W; convert dry cleaning business to restaurant. The owner of the building owns the adjacent lot. The basic issues are: (1) Their parking area backs into the street; (2) some of their sidewalk should be replaced; (3) there is a gravel parking lot along the alley that should be paved; and (4) the roof drainage should not flow into the sewer. The coffee shop owner who is renting the building plans on installing bolted -down bollards with chain to prevent vehicles from backing out into the street. The sidewalk is equal to the grade of the street along where the proposed bollards are going in and should probably be replaced. Landscaping will work with whatever Public Works requires. Public Works will review the site and decide what will be required. PLANNING OFFICE ITEMS: VW Dealership — Highway 93 and Lower Valley Road. Engineers from APEC are present today to answer any questions/discuss issues that anyone may have regarding the PUD. Regarding sidewalk facilities, Mike Baker wants modifications to accommodate the bike trail. Also, provide a link of some kind with the Willow Glen Trail on the east side of Willow Glen to connect the bike trail. Parks would like to see the plan for the trail on Willow Glen. The trail needs to go down to the edge of the project. Leichti mentioned that there is a deep drain swale there. Fincher asked for the trees to be set back further on the back side of the trail. The trees along Lower Valley Road would have the same requirement. Baker also wants the trail labeled as "bike/pedestrian trails" rather than as sidewalks. Approval by MDT was discussed. Leichti stated they may move the approach further west at the beginning of the curve. Public Works will take a look at this. Wargo asked if they were going to use a regional lift station and stormwater facility. They are still in the design process. There is some existing curb and gutter. Fire hydrant requirements need to have a hydrant every 300'. There is a hydrant across the street, but Dedman noted that getting ahose across heavy traffic can be difficult. This will be going to City Council on April 1st for first reading, with the second reading on April 15th. They can obtain their permit 30 days after the second reading. They can submit their plans before then and begin some of the site work. The City is unsure at this time as to how the latecomers' fees will be split. It was mentioned that Gardner's would like to recoup some of their fees. Northwestern Energy wants to extend a line on the back side. OTHER REPORTS: Agreement — An agreement between Rails to Trails, Wayne Turner, and the City of Kalispell has been entered into regarding the bike path to Kila, which was started in 2007. Turner will give an easement from Highway 2 to Willow Creek. We will trade the culvert which isn't functional for an improved trail system. We need to decide if this is a minor or a major change. This will be discussed again in two weeks. Brannigan's — Still working on their text amendment and CUP. They still need to sprinkler the building. KRMC — The Parks Dept. and the hospital are still in disagreement on some issues, so their C of O will not be issued yet. There is still an issue about the generator enclosures, too.
