OLD BUSINESS: Coffee Shop — 305 2nd Ave W; convert dry cleaning business to restaurant.
Haskins and McConkey have viewed the sidewalks. The 8' sidewalk on 3rd Street West is in poor
condition and will need to be replaced. This project is eligible for our 50150 program, but the
program will not have funding available until July. The owner will need to put in sidewalk and curb
from the corner of their property to the alley. They will need to post a bond or cashier's check until
late in the summer so they can take advantage of the 50150 program. The renter plans on putting in
bolted -down bollards with chain across the area where there was parking that backed into the street,
and this is approved. The gravel parking lot on the east half of the property should be paved by the
owner. They will need to put together some plans for that. The roof drainage that flows into the
sewer needs to be disconnected. They are working with a contractor regarding putting apitched roof
on the building.
NEW BUSINESS: Willow Creek PUD Amendment — re: Bike path condition. An agreement
between Rails to Trails, Wayne Turner, and the City of Kalispell has been entered into regarding the
bike path to Kila, which was started in 2007. Turner will give an easement from Highway 2 to
Willow Creek. We will trade the culvert which isn't functional for an improved trail system. We need
to decide if this is a minor or a major change. This will be discussed again next week when Jentz
returns.
PLANNING OFFICE ITEMS: VW Dealership — Highway 93 and Lower Valley Road. Conrad is
preparing their PUD. Curb and gutter will be required to extend the entire length of their property.
Parks wants an 8' or 10' bike trail on Lower Valley Road with the trees to be set back further on their
property. The trees along the highway would have the same requirement. They are working with
MDT on their approach off the highway. They have a current approach on Lower Valley that they
may move further west at the beginning of the curve. Haskins stated that the width of the road is 34'
and then 24' and we would prefer the 34' width to continue for the length of the front of their

property. This will leave less area for a boulevard, so they may only be able to put in a sidewalk trail
along the curb. Kim Larsen told Haskins today that they are having problems trying to hook into an
18' retaining wall. McConkey noted that he saw an 8' rock retaining wall. There are some grading
issues there.
OTHER REPORTS: Buffalo Commons PUD — This will change their sign regulations and pull the
City out of their covenants. The western most property would also like to be included in the
medical/healthcare pod. The Sleep Center is split between the two pods, and a corner of the lot right
to the south also is split between the two pods. They will be doing a minor amendment to adjust the
boundary lines for these pods. This will be discussed next week.
