PERFORMANCE BOND REMINDERS: Public Works released the Spring Creek Apts.
Phase II Warranty and Maintenance Bond last week.
OLD BUSINESS: Edgerton School — Public Works has resolved their water quality concerns
regarding the parking lot and will now sign off on this.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: VW Dealership — Highway 93 and Lower Valley Road. If anyone
has any big issues or conditions for the PUD, let Conrad know. This PUD approval would be for
two lots, one for the VW Dealership and the other may be another auto dealership. They will be
doing a regional lift station. Conrad spoke with them about improvements to Lower Valley Road and
bringing it up to City street standards, location of sidewalks, bike trail and landscaping. Fischer
would like the street trees put into the backside of the sidewalks on their private property because
MDT and the County use a high salt content product on the roads that kills the street trees in the
boulevard. Otherwise, the boulevard would be primarily grass, similar to what is at Toyota. They
will be putting in sidewalks that would continue from the sidewalk at the intersection, going along in
front of the VW dealership. They show a frontage road on the west side. They want five approaches
that will need to be approved by MDT. Bike path placement and the location of the frontage road
were discussed. MDT could limit the access approaches to right in, right out. Freyholtz will send it
to Systems Impact in Helena for full review because of the access control and everything close to the
intersection. The City and MDT both discourage rampant accesses in that area. Freyholtz stated they
may have to do some type of traffic impact analysis. The frontage road pertains to the second lot.
Jentz mentioned that APEC had previously done some early design work on this project (none of
which got into the PUD) that showed a frontage road going all the way down to Triple W Equipment
from stop light to stop light. He believes this is how it should function. The two billboards will be
removed as the zoning is B-5, which doesn't allow billboards. This will be going to the Planning
Board on February 12'' at their work session, then on March 12'' for the Planning Board Meeting.
They will need to get a new approach permit from MDT because it is a change of use.
OTHER REPORTS: Next week's Site Review Meeting will be in the upstairs conference room.
Spring Prairie, Phase III (north of Lowe's) — An engineering firm out of Denver has been hired to
get this phase going. They will be meeting next Tuesday with Jentz, Conrad, and some Public Works
employees. Apparently the site plan will be changing dramatically.
