01-03-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 3, 2013 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Mark Crowley, Construction Manager Dwain Elkins, Plans Examiner Tom Jentz, Planning & Building Director Rebekah Wargo, Asst. Civil Engineer Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. Sean Conrad, Senior Planner Dave Dedman, Fire Chief Chad Fincher, Parks Superintendent Wade Rademacher, Police Lieutenant P.J. Sorensen, Chairman OLD BUSINESS: Hagestad Painting — They are close to obtaining their C of O. Sorensen will check to see if they have completed the fencing. They are going to go to angled parking. The original landscape plan showed grass out front with two kidney -shaped islands with cedar mulch and various plantings. They now want to put in the kidney -shaped islands with river rock and some plantings, and put cedar mulch in where the grass was going to go. It arguably may fit the landscape ordinance, but it is a significant change from what was originally proposed and approved. The committee recommends they go back to something closer to the original plan with grass and less rock. Fincher will continue to work with them on this. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Brannigan's is planning on putting in a casino on the second floor of the Loading Dock building, and they will be coming in for a CUP on that, as well as a text amendment to do a larger casino than is permitted with casinos in Kalispell. OTHER REPORTS: A VW Dealership — has purchased the property at Lower Valley Road and Highway 93 from Gardner's, and they are working on a submittal to do a Volkswagen dealership there. Ashley Heights - Wayne Turner would like to lower his bond that was posted for landscaping. He has been instructed to discuss this with Fincher as the $30,000 bond was to cover 60 trees, boulevard top soil and seeding. He will need to provide an engineer estimate or a landscaping bid. He will be meeting with Public Works Director Susie Turner tomorrow and they can discuss the berm and the sound wall. Peterson School Cafeteria — Wargo is concerned that they have not spoken with Public Works but have gone out to bid on this project. They are willing to come in as a permitted use, which entails obtaining a Building Permit and working with Site Review. As the requirements presently stand, if they claim Agency Exemption they would not need to go through Site Review but would still need to work with Public Works. They have not submitted final plans yet. The meeting was adjourned at 10:20 a.m.
