11-21-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Wednesday, November 21, 2012 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Wade Rademacher, Police Lieutenant P.J. Sorensen, Chairman HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: None. Civil Engineer NEW BUSINESS: Family Martial Arts — 3 8th Ave W; change of use from electronics repair to martial arts studio. They will be doing some work in the bathrooms. From a site perspective, the parking area is all gravel and paving could be required. Their required number of parking spaces would be the same or less. In front there is gravel parking that is all in the right-of-way and backs into 8th Avenue. They should try to clean that up. The site plan does not show a sidewalk and it would be tight, but they may be able to fit one in right off the curb. Discussion was held regarding each issue and the age of the building. The consensus of the committee was to address the "backing into the street" issues. Sorensen will discuss this with the developer. PLANNING OFFICE ITEMS: Nothing new for December. The only thing on December's Planning Board Agenda is a text amendment to the zoning ordinance to make schools and certain other governmental agencies a permitted use in a lot of the zones so they don't have to go through the agency exemption process. OTHER REPORTS: A2Z — They are trying to get their Certificate of Occupancy. Crowley signed off on it yesterday. They still have some minor issues with stormwater, but they said they would have them completed within a week. The catch basin on the northwest corner has to be a bio swale/grass/landscaping area. The south property line is jagged. There was a fence that was supposed to be along that edge, which he will complete in the spring. CenturyLink is on the other side of that property line and will smooth the jagged drop-off of this property line. He will need to bond for the landscaping. We need to decide what we need in place to issue the C of O, what we need to bond for, are there other options since he is unable to obtain topsoil. He could put in fill to bring it up and put topsoil in in the spring. He will need to fill in the boulevard areas. He will need to bond for the landscaping and for the fence. Fincher will call him. West Coast (Kalispell Center) Mall - Traveler's Insurance has a bond from 2006 for $208,000 for the West Coast (Kalispell Center) Mall. In 2007, the mall owners' submitted a request to reduce the bond significantly. That request was approved but the bond was never received. The opportunity is there to reduce it from $208,000 to +/- $69,000. The bond is to cover parking lot modifications, sidewalks from 1gt and Center, and straight up to the mall. This was all tied to the hotel. Kalispell Brewery — The parking lot alignment just showed some shrubs and a boulevard area. They didn't really identify anything. The Building Department will give them a "foundation only" permit and collect the impact fees after the original permit comes in. Sorensen is waiting for something on the lights and then the landscaping sign -off from Fincher. This could be wrapped up this afternoon. They will be doing kegs only, no bottles.
