11-08-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY
Thursday, November 8, 2012
Lower Level Main Conference Room
201 First Avenue East
ATTENDING:
Jeff Clawson, Building Official Sean Conrad, Senior Planner
Mark Crowley, Construction Manager Dwain Elkins, Plans Examiner
Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman
GUESTS: James Freyholtz, MDT
HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: None. The Juicery is waiting until Spring to complete
their project, so they won't be coming in to post a bond. Alpine Dental has completed their paving,
as well as Depot Place and A2Z.
OLD BUSINESS: None.
NEW BUSINESS: Flathead Industries — 450 W Montana; new storage building. Their main
facility is across the alley to the east. The site plan appears to be older as some of it does not match
what is there now. The basic layout shows a house near the corner of 5th and West Montana, and
another structure that shields the house and the only access is off the alley. The shed that they are
wanting to put in there is a prefabricated 10' x 16' shed (160 sq. ft.). They have started parking on
this site so it should probably be paved at some point. No setbacks are applied in this situation. This
was approved through Site Review.
PLANNING OFFICE ITEMS: Nothing new for December. Planning is looking at a text
amendment. Right now schools and other agencies of the state can do agency exemption and exempt
themselves from the zoning ordinance. There are three school projects coming up that would have to
do the exemption. The text amendment would consider these as permitted uses so they don't have to
do the agency exemption hearing.
OTHER REPORTS: Kalispell Center Mall — is installing a treatment system. The mall was
required to do this when they repaved their parking lot last year. They are putting it in on the north
side so it catches most all of the runoff from the mall. Their existing system goes under the tracks,
and they own the property on the north side of the tracks.
The Loading Dock — Clawson asked if the roof drains go into the storm water or sanitary water; the
plumber does not know either. Wargo will look into this.
Ashley Heights - Jentz spoke with the Turners about the sound wall which needs to be addressed
between now and August, 2013. They will need to update their bond and submit a design, because
the first house is basically up.
Brannigan's Irish Pub - Opening to the public on Monday. They will be serving food as well as
alcoholic beverages.
Depot Place — Their parking lot has been paved and striped. They are working on sidewalks on
Center Street, but not on Third Street yet.
Kalispell Brewery — 412 Main Street — change of use to microbrewery. Wargo was questioning
their water size for impact fees. Dwain believes it is a 1/4" water line. They may need to go to First
Avenue West to tie in.
The meeting was adjourned at 10:20 a.m.
