10-25-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 25, 2012 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Dwain Elkins, Plans Examiner Chad Fincher, Parks Superintendent Wade Rademacher, Police Lieutenant Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Original Juicery — 1645 Airport Rd; new drive-thru juicery —This is located near the corner of 18th Street West on Airport Road. There are some drainage issues they will need to address with Public Works. They have made the necessary adjustments to their site plan to get all the stacking on site. It is still 5 feet off the property lines and at least 55 feet over from the right-of-way. Crowley had requested that they put in the sidewalk at the driveway approaches. Public Works will approve this subject to the building permit being held until the drainage and other conditions are addressed. The addressing of 1645 was also questioned. Wargo will discuss the addressing with Haskins. NEW BUSINESS: Kalispell Brewery — 412 Main Street — change of use to microbrewery. They are going into the old gym building that was previously at this location. They were going to take out the back 18 feet of the building to make some sort of loading area. There is currently a set of stairs just inside a garage door that goes down to a basement. We are assuming that they will fill this all in. They are planning to have a lower tasting room and an upper tasting room. They will also be putting in outdoor seating on the roof. There is an existing paved area to the sidewalk but there isn't a curb cut there, so they will be losing 2 on -street parking spots by putting that in. Their parking lot is not up to today's standards, and it is not preexisting because they are taking out part of the building and cutting in an access where there wasn't one before. Rademacher voiced his concerns about the parking. Sorensen suggested that if they didn't do the curb cut and came in with 90-degree parking and back out to the one-way alley, they could get 9 spots in, and keep the 2 on -street parking spaces. Wargo will discuss what they will be putting into the sewer system with Becky Bodnar from the WWTP. This will be on the agenda for next week. PLANNING OFFICE ITEMS: For November, we have a request for a zone change for three lots on Indian Trail from R-3 to R-4, which would allow a duplex. One lot has a 4-plex, and one has a duplex. These are not changing. The lot with the single family house on it will be changed to a duplex. They will need to pay impact fees and get a building permit. OTHER REPORTS: None.
