PLANNING OFFICE ITEMS: Green Acres Mobile Home Park on South Woodland is requesting annexation. They are ultimately trying to get City sewer. We will recommend they sign a "Waiver of Right to Protest Annexation", not annex the property right now, and give them sewer once they pay their impact fees. This will need to be approved by City Council. A dentist has purchased a house on an approximate 4.5-acre property across the Stillwater River on Highway 93 North. He is requesting annexation and R-5 zoning. R-5 would allow homes and offices, and he wants to convert the garage into a dental office. This is next to a lift station so he cannot get a septic permit from the county. He needs to hookup to City services. An R-5 zone designation would not allow two principal structures on the same property. There are also access issues with this location. This could be zoned R-2 or R-3. Prestige Assisted Living on Glenwood, just north of Three Rivers Bank. They have a lot that runs from Glenwood over to North Meridian. They are looking at doing a 19,000 sq. ft., one-story addition on this lot with Memory Care and Assisted Living rooms. OTHER REPORTS: Downtown — Encroachments on the sidewalk and in parking spaces. Parking spaces in front of downtown businesses would be allowed to have "parklets". Public Works now has a ROW permit that interested businesses will need to obtain for $10, and they will be required to submit liability insurance that names the City as additionally insured. Haskins has included in the permit all the various departments' requirements. Additionally, they will be required to have a 3' minimum clear space around the circumference of fire hydrants. It must be included in the fire safety and evacuation plan for the business. A minimum entrance/exit width of 36". Shall not include a location that blocks access to a fire lane, or FDC, or any fire department access or equipment. On the ROW Permit, the BID Business Sidewalk Use has been added as an option to apply for sidewalk use or for the sidewalk signs. Haskins will send an e-mail to all City employees to let them know about these new permits. Jentz noted that the BID will be doing the enforcement and the PR program.
