10-11-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 11, 2012 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Mark Crowley, Construction Manager Dwain Elkins, Plans Examiner Wade Rademacher, Police Lieutenant Kathy Kuhlin, Recording Secretary Sean Conrad, Senior Planner Dave Dedman, Fire Chief Chad Fincher, Parks Superintendent P.J. Sorensen, Chairman GUESTS: Cyndy Nelson and Joseph Stremel, owners of Original Juicery. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Original Juicery — 1645 Airport Rd; new drive-thru juicery — They have been working on their site plans and had a survey completed. This is located near the corner of 18th Street West on Airport Road. They will need more room to get the stacking spaces (3 for each window) and some of the driving lanes on site. Dedman is okay with this project. There are existing trees and grass that will remain. Sidewalks will be required when the end project goes in on the rest of the property. Crowley suggested they consider using the alley as an entrance or exit. Nelson and Stemel mentioned that the alley is in poor condition. The owner of the property, Dr. Tom Pittaway, was hoping to get an easement in the front where the veterinary's clinic is. There was a road that went into the back of that property from the alleyway. He is hoping to use that. Public Works would like to have some square footage of impervious coverage to calculate the stormwater impact fee. They will need to get their planting schedule and their irrigation schedule to the Parks Dept. The remaining area will need to have top soil and hydro seeding completed to keep down the dust and weeds, which Dr. Pittaway is planning on doing. They could possibly post a performance bond at 125% for the work if it can't be done until next spring. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Nothing for the October meeting. For November, we have a request for a zone change for three lots on Indian Trail from R-3 to R-4, which would allow a duplex. One lot has a 4-plex, and one has a duplex. These are not changing. The lot with the single family house on it will be changed to a duplex. They will need to pay impact fees and get a building permit. OTHER REPORTS: None. The meeting was adjourned at 10:13 a.m.
