Task Order No. 9Kalispell City Airport Improvements TASK ORDER NUMBER NINE AGREEMENT TO FURNISH ENGINEERING SERVICES fi to CITY OF KALISPELL for IMPROVEMENTS TO THE KALISPELL CITY AIRPORT This Task Order provides for professional engineering services to be performed by ROBERT PECCIA & ASSOCIATES, INC. (hereinafter the Engineer), for the CITY OF KALISPELL (hereinafter the Owner), in accordance with Article 1 of the Agreement to Furnish Engineering Services to the CITY OF KALISPELL, for Improvements to the KALISPELL CITY AIRPORT, dated February 22, 2005 (hereinafter the Agreement). This Task Order represents an authorization to proceed with the scope of services, schedule, and compensation described herein. This Task Order, when executed by both parties, shall become a supplement to and part of the basic Agreement. 1 The Engineer agrees to furnish the following professional engineering services in connection with the design for improvements to the KALISPELL CITY AIRPORT. The improvements to the KALISPELL CITY AIRPORT contemplated under this Task Order include preliminary engineering for: Establishment of Future Runway Position and Elevations; Earlier ALP efforts established a location of the future runway and associated elevations based on topographic maps and other sources rather than survey data. The Owner needs to respond to developer questions about separation and height and so the runway position needs to be firmly established. This can only be accomplished with an initial design effort to take into consideration actual topography and other factors not apparent from the sources used previously. The information will also be used in the final design process, and be helpful to the Owner in evaluation of KGEZ tower mitigation evaluation and future ALP efforts. Establishment of New Apron Configuration; The future southern apron shown on the existing ALP needs to be evaluated for the Owners current needs and desires for facilities in that location. Review of the area with Owner input is necessary to establish a preferred configuration for final design purpose in the future. Establishment of Terminal Access Road Configuration; Access to the future southern apron also needs to be evaluated, particularly for the most demanding vehicle (fuel trucks), in this confined area. Again the Engineer will work with the Owner to establish options and establish a preferred configuration for final design purposes of the road in the future. Project Administration and Coordination of Topographic and Legal Land Survey; The Engineer will provide project management and record keeping of the above activities as well as the related survey tasks of Task Orders #8 & #10 to maximize the potential for future FAA participation. Actual design, plan set and specification development for the first three items above; along with taxiways, turnarounds, electrical systems, visual approach aids, utility relocations and Airport Layout Plan, will be accomplished under subsequent Task Orders. Task Order Number Nine T099-1 Kalispell City Airport Improvements The Engineer shall be responsible for the following services during this preliminary engineering phase: 1. Prepare FAA Preapplication and Preliminary Cost Estimates A Preapplication for Federal Assistance will be presented to the Owner for submission to the FAA. The content of Preapplication request will be dependent on the status of the projects (pre-2007 work, tower mitigation, land acquisition, etc.) underway when the FAA requests submission. It will also be dependent upon the monies available from the FAA and Montana Aeronautics. 2. Project Coordination, Administration and Review Meetings The Engineer will attend periodic meetings with the Owner and FAA to establish a course of action for proposed improvements to the KALISPELL CITY AIRPORT. Included in this task are meetings as necessary from January 2007 through March 2008. Additional meetings will be necessary, as part of future Design Services and Airport Layout Plan Update Task Orders. 'Three meetings by the Airport Division Manager and up to six meetings by the Project Manager are budgeted under this Task Order. This subtask also includes the contract development and day to day activities such as receiving and answering email and general phone calls, invoicing, assistance with minor tenant issues, etc. 3. Prepare Montana Aeronautics Division Grant/Loan Application To aid the Owner in determining their financing options, the Engineer will produce for the Owner the necessary completed forms for applying to the Montana Aeronautics Division (MAD) for a grant / loan. This will include coordination with the Owner to determine current financial position. It also includes representation of the Owner at the Aeronautics Board's allocation meeting in 2008. 4. Coordinate Field and Legal Land Surveys Only scope of work establishment and developing the contract documents for these separate Task Orders is accounted for here. Subsequent project management and administration for those work elements are included in their respective Task Orders. 5. Coordinate Geotechnical Investigations Soils testing will be needed to determine alternate pavement sections and assess existing soil conditions at the site prior to final design. No geoteehnieal evaluation or coordination with a qualified geotechnical engineering firm is included in this Task Order. 6. Establishment of Future Runway Position and Elevations Using the topographic information gathered by another Task Order, the Engineer shall establish the final horizontal position and elevation of the future runway. Earthwork grading, airspace and property limitations will be the primary items of consideration. This information will be used in subsequent Task Orders for final airport design and ALP evaluation. Task Order Number Nine TO#9-2 Kalispell City Airport Improvements 7. Establishment of Future Apron and Terminal Access Road Configurations Using the topographic information gathered by another Task Order, the Engineer shall establish a preferred layout of the future southern apron and associated access road. Elevation in relation to the existing topography and runway elevation established above will also be considered and evaluated. Like the runway, earthwork grading, airspace and property limitations will be the primary items of consideration. This information will be used in subsequent Task Orders for final airport design. S. Cost Estimates To assist the Owner in deciding on the financial feasibility and evaluating local financial capability, cost estimates of each improvement option will be prepared by the Engineer as needed. Cost estimates will be required to support the FAA Preapplication and Montana Aeronautics Division Application as well. 9. Financial Tracking The Engineer will maintain actual project costs and estimates for inclusion into future FAA projects. The Engineer will also track the Owners availability and transfers of Non -Primary Entitlements. Task Order Number ,Vine TO#9-3
