NEW BUSINESS: A2Z, 2 — 2nd Avenue East; new office building — passed through Architectural
Review. Thomas presented the project. Parking numbers are fine. They plan to screen off the
dumpsters in the alley with a 6' wooden -appearing fence made from a composite material. The
existing chain -link fence with barbed wire is CenturyLink's and encroaches on their property, so it
will be taken out. A buffer along the alley was suggested to allow for more room for parking.
Landscape curbing needs to be at least a minimum of 4" above the landscape rock. Removal and
replacement of some of the sidewalks and the driveway needs to meet an ADA cross slope.
Regarding the sign, there are mini clear -vision triangles so the location may be different than where it
is presently designated. ADA accesses next to go in next to the stormwater utility drain on 2nd
Avenue East. They will be putting in a maple tree in the boulevard. Fincher noted that some maples
get sun scald so they may want to put guards on the bottom of the tree in the wintertime for 5-6
years. Lindens were suggested as an alternative.
PLANNING OFFICE ITEMS: Green Acres Mobile Home Park on South Woodland is
requesting annexation. They are ultimately trying to get City sewer. We will recommend they sign a
"Waiver of Right to Protest Annexation", not annex the property right now, and give them sewer
once they pay their impact fees. This will need to be approved by City Council.
A house on an approximate 4.5-acre property across the Stillwater River on Highway 93 North.
He is requesting annexation and R-5 zoning. R-5 would allow homes and offices, and he wants to
convert the garage into a dental office. This is next to a lift station so he cannot get a septic permit
from the county. He needs to hookup to City services. An R-5 zone designation would not allow
two principal structures on the same property. There are also access issues with this location. This
could be zoned R-2 or R-3.
Prestige Assisted Living on Glenwood, just north of Three Rivers Bank. They have a lot that runs
from Glenwood over to North Meridian. They are looking at doing a 19,000 sq. ft., one-story
addition on this lot with Memory Care and Assisted Living rooms. Public Works may request a
condition as to improvements on Glenwood.
OTHER REPORTS: KRMC Parking Plans. They are still working on the site east of The Cancer
Center, as well as the site adjacent to The Summit parking lot. The Burns Way photometrics lighting
plan was modified. There is a FEC pole on Burns Way and KRMC will be changing out that pole
with a two -head fixture and maintain some parking lot lighting. McIntyre will be finalizing the
stormwater report to submit to Public Works tomorrow. Landscaping was discussed regarding
Conway, Burns Way, and two triangle areas. Drain rock mulch can be used in these instances along
with grass in some areas. A cut sheet will be provided. The trench was discussed. Regarding water
quality, catch basin inserts will be used to tie into the existing system and some improvement at their
pond. Handicapped spaces will be included in the parking lots. Crowley requested sidewalk accesses
to get their employees from their parking lots to their buildings. Conrad suggested that they tie it in
with the previous PUD sidewalk plan. He will check the PUD to see what was decided regarding
Burns Way. Dedman noted that Burns Way is always congested. Public Works would like to have
them put in sidewalk along Burns Way regardless of what was covered in the PUD. The lot for the
apartments will need to be paved. Water quality requirements may need to be addressed for this.
Salvation Army — Concerns were voiced over mattresses and general clutter not being cleaned up
around their building. Dedman will check their Fire Department compliance requirements. Crowley
noted that materials they ripped out for their remodel are left in a heap on the south side against the
fence, i.e. bollards, chunks of concrete, etc.
