On September 30"', the President signed a six-month FAA bill that extended aviation excise taxes and programs from October 1, 2008 through March 31, 2009. This bill also authorized $1.95B in AIP funding or YZ of the $3.96 proposed in House and Senate reauthorization proposals. The President also signed a Continuing Resolution on September 30 that temporarily funded the FAA and other Federal agencies at FY 2008 levels from October 1, 2008 through March 6, 2009. This bill also appropriated slightly more than $1.56 in AIP funds or 43% of the $3.56 approved by Congress in FY 2008. FY 2009 Appropriation — so far .... The 111 half of the FY 2009 AIP program will be 5 Months and 1 week. October 1 through March 6, 2009. The 1" half program: After prorating the CR, fully protecting LOI's and deducting costs for running the AIP Program, Airports Research Program, and the Small Community Air Service Development Program, your current year entitlements will be approximately 30% of what you normally receive and carryovers from previous years will be approximately 50%. State Apportionment and Discretionary percentages are still being determined. Other Items to Consider • Work items with a national priority below 45 will generally not leverage discretionary. • Current fiscal year discretionary candidate list is normally submitted to HQ on June 1 of prior fiscal year. • Use Standard Description, ACIP Codes, and National Priority Ratings table found in FAA Order 5100.39A "Airports Capital Improvement Plan" (and on Helena ADO Guidance CD). • New construction has a lower priority than rehabilitation. Generally will be difficult to obtain discretionary for new pavement.
