OLD BUSINESS: None.
NEW BUSINESS: Loading Dock — 101 East Center, building remodel. The rear parking lot will
be basically the same. They will be taking out the parking in the front that backs out onto East Center
Street, and they will be putting in some trees, landscaping and sidewalk. They will be creating a
`front door' look in the back area. This was passed through Architectural Review. They are short
one handicapped parking space. They are planning to put in more landscaping. This is approved
through Site Review.
PLANNING OFFICE ITEMS: Depot Place went through the Planning Board process this week
and will be going to the City Council August 6th. They hope to begin construction in September.
The electronic reader board sign at the Kalispell Center Mall is going to be replaced with an
updated panel sign so they won't have the burned out light bulbs but can replace them panel by panel.
Green Acres Mobile Home Park on South Woodland will be requesting annexation. They are
ultimately trying to get City sewer.
A dentist has purchased a house across the Stillwater River on Highway 93 South. He wants to
convert the garage into a dental office.
Prestige Assisted Living on Glenwood will be coming in for a request to do an expansion.
Possible women's shelter in the old Abbey House.
OTHER REPORTS: Downtown — Encroachments on the sidewalk and in parking spaces. Haskins
presented a plan wherein parking spaces in front of downtown businesses would be allowed to have
"parklets". Public Works will have a ROW permit that interested businesses will need to obtain for
$10. They will be required to submit liability insurance that names the City as additionally insured.
Main Street, of course, belongs to the state so these parklets will not be allowed there. Carbonari has
contacted the Dept. of Revenue regarding the liquor license rules to confirm that serving alcohol in
the parklets would be allowed for businesses that already have a liquor license. Split Rock Cafe and
North Bay Grill are especially interested in these extended areas where outdoor seating would be
allowed. These parklets will require a 34' fenced enclosure. They would need to control the access
on businesses that will be serving alcohol with one access that would need to be ADA accessible.
Clawson suggested that we put in the permit that they may not increase their maximum load building
limit to more than "Y' %. They will need to maintain a 5' minimum clear zone for pedestrians and a
5' minimum clear area for a car loading zone. These permits would be valid from May I't to October
31gt. Additionally, another permit will be issued for sidewalk areas to be used for A -frame signs,
tables or racks with items for sale, artwork, benches, etc. The insurance requirements would be the
same for this permit. The Building Dept. mentioned that they would like to avoid having people
obligated to going to both Zoning and to Public Works for two permits in regard to signs. Planning
will get together with Public Works so that Public Works can work the sign information into the
program. Each permit will be addressed on a case by case basis. Haskins would like to receive
everyone's comments by Friday afternoon.
Freyholtz commented that the bypass behind Hutton Ranch to Reserve Drive (known as Reserve
Drive South) should be completed by mid -August.
