05-31-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 31, 2012 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Sean Conrad, Senior Planner Mark Crowley, Construction Manager Tom Jentz, Planning Director P.J. Sorensen, Chairman Rebekah Wargo, Asst. Civil Engineer Dwain Elkins, Plans Examiner Chad Fincher, Parks Superintendent GUESTS: James Freyholtz, MDT HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: AutoZone bond was released. OLD BUSINESS: Kohl's and Spring Prairie Phase III — Discussed new proposed revisions to approved site plan. Some adjustments in the service road around back. Consolidation of landscaping. Dropping one of two pedestrian areas running north -south through the parking lot. Discussion centered on the pedestrian area. PUD does not require any particular number, just a requirement of pedestrian connectivity. Crowley felt that both should be kept. General consensus was that one would be sufficient. They can proceed with working on the revisions. Los Caporales — 1600 Hwy 93 S — roof extension and new outdoor seating area — no public works requirements for drainage; parks is OK. NEW BUSINESS: None PLANNING OFFICE ITEMS: On the horizon, there is a CUP for Prestige on Glenwood for a proposed expansion. Sparrow Group is applying for a CUP for apartments at E Center and 3'd Avenue EN. Also discussed a potential revision to the Meadows to allow apartments and revised architecture — a lot of questions/issues could be tied to what would likely be a major amendment. OTHER REPORTS: Syke's — They are working on their certificate of occupancy. Landscaping is a remaining issue. Parks had a condition for permanent landscaping and needs to discuss it with them; planning will hold its sign off and defer to Parks on the condition. The meeting was adjourned at 11:00 a.m.
