03-01-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 1, 2012 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Sean Conrad, Senior Planner Dave Dedman, Acting Fire Chief Dwain Elkins, Plans Examiner Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary GUESTS: James Freyholtz, MDT HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: The Abbey House Subdivision — Conrad will call Lapp regarding the Subdivision Improvement Agreement on Denver, specifically in regard to the mailbox and the ADA ramp repairs. This will hopefully be ready to go to Council at the March 19th meeting. OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — Regarding the landscaping comments, Fincher stated they will be submitting a new landscape plan. They are in agreement with our comments except for the power lines. Parks received a letter from them today regarding what BPA would allow them to plant there. Parks would like a bit of height there, but they think that height will bring parking issues with turning, etc. Fincher told them that once he receives their new landscape plan, he will bring it to Zoning for their approval. TD&H submitted a proposal to do the final plat. They would only do the surveying and plat preparation. They would not take care of the conditions. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Conrad is working on the reports for two projects: 1. The old Montana Home Outfitters building on Hwy. 93 N on the east side is looking to annex into the City and get a Conditional Use Permit for an eating disorder clinic called the "North Star Institute." He sent the conditions to Wargo for approval. He also put a condition on there for them to submit a landscape plan to Fincher. 2. The Farnham Annexation on Three Mile Drive past Mountain Vista Subdivision at the curve on Farm to Market where they have built an espresso shop, they know they need to get a landscape plan and parking lot paving plan. Conrad will send the condition regarding any future development (requiring a water line, a fire hydrant, and street improvements be brought to the site) to the Fire Department for their approval. OTHER REPORTS: Three Rivers Bank on Meridian — They would like to put up a flagpole and also relocate the existing ATM north. Dedman will take a look at this to make sure the ATM move does not interfere with any fire lanes. There will be a meeting after this meeting to discuss with Freyholtz the 28 acres at the SW corner of Reserve Loop and Highway 93. This would include '/z mile of frontage on the west regarding accesses and approaches. The meeting was adjourned at 10:10 a.m.
