PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS: Alpine Dental — 101 Westview Park Place; new dental building. They are still
working on their structural design plans. Public Works has not had a chance to look at the plans yet.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Conrad stated there is nothing for the April Planning Board
Meeting. They will continue to discuss their Growth Policy Update.
OTHER REPORTS: FVCC Campus — Nursing Education Building (Brussard Center) - they
would like to get their foundation and slab poured by the end of May, and have the project closed in
before winter. They hope to have it completed by Spring Break of 2013. This building will enhance
FVCC's nursing and health sciences program. The one-story building is 33,000 sq. ft. The proposed
building will go on top of the existing tennis courts with their main entry toward Grandview. There
will be an electrical room off the service court. They will be relocating the eight tennis courts further
to the east, and add four additional tennis courts in the future. Having 12 courts off the campus core
will make it easier to have tournaments. Clawson suggested they have ADA compliant bathroom
facilities provided for the tennis courts. One of the current parking areas has a great deal of
pedestrian traffic with garbage trucks, vehicles, deliveries, etc. that is rather unsafe for the
pedestrians. They would like to "green it up" and make it more pedestrian friendly, with only
emergency vehicle and necessary service vehicle access. This would remove 47 parking spaces, but
they feel they will still have ample parking. They have filed an agency exemption. This exempts them
from the Zoning Ordinance. They would still need to comply to Fire Codes, Public Works Codes,
Drainage Codes, etc. Discussion was held regarding their Master Plan, their future development, and
future access roads. They will be moving their garbage containers to another location. Crowley

requested they update Grandview to City standards. Larson explained that they will keep that in mind
for the future, but they do not plan to upgrade that road at this time. He explained that the money
they have for completing this project was gifted to the college for the new building. Conrad
suggested they include this upgrade, as well as tying into Reserve Drive South, in their Master Plan
for the future. They will need to relocate the water main that runs across where they plan to build
this new building. They are working with Public Works on this, as well as percolation and storm
drains. These plans will be submitted along with the Building Permit Plans on April 24th. FVCC will
be doing their own irrigation and landscaping. Lighting standards will be submitted to Architectural
Review on Tuesday. They are working with Flathead Electric on this. They are planning on having
their bid opening on May 15th, and begin the project at the end of May/beginning of June. Their new
parking lot will be paved the summer of 2013. Later in the meeting, the City standards for roads and
for sidewalks was discussed. We would like to see them at least have a future plan to address these
improvements. Crowley noted that they could take advantage of the City's SID program and the
50/50 sidewalk program.
Qdoba — They are looking at putting in three flag poles in front of Qdoba: American, Canadian, and
Montana flags. They have a building permit for the foundations. They have submitted some plans for
lighting. Sorensen will confirm if they are fully shielded.
