PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS: Alpine Dental — 101 Westview Park Place; new dental building. Wardell brought
some site plans to the meeting today. They are planning to put in Honey Locust for the street trees.
He noted that the rain gardens take up most of the area. Fincher stated they will need to provide
what types of plants and mulch will be going in and where. They will also need to submit an irrigation
plan that shows head to head coverage. Public Works and Building are still reviewing this project.
Fire has already approved this project. Gary was requested to submit a revised landscape plan to the
Parks Department for review and approval.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Conrad stated there is nothing for the May Planning Board Meeting.
They will continue to discuss their Growth Policy Update.
OTHER REPORTS: FVCC Campus — Nursing Education Building (Brussard Center) - They
have filed an agency exemption, which makes them exempt from all of our Zoning Ordinance
requirements. They will still need to comply to Fire Codes, Public Works Codes, Drainage Codes,
and submit a landscaping plan, irrigation plan, etc. The building plans were distributed. They also
want to talk with Dedman about one of the current parking areas. It has a great deal of pedestrian
traffic with garbage trucks, vehicles, deliveries, etc. that is rather unsafe for the pedestrians. They
would like to "green it up" and make it more pedestrian friendly, with only emergency vehicle and
necessary service vehicle access. This would remove 47 parking spaces, but they feel they will still
have ample parking. Technically, this will not be approved by Site Review because of the agency
exemption. They would like to get their foundation and slab poured by the end of May.
Senior Apartments - A request came in from Marquardt Surveying regarding the vacant property at
the corner of Third Avenue and East Center Street, just north of Papa Murphy's. The Sparrow Group
is looking at acquiring that and putting up a 3-story, 80-unit senior apartment. The lot is
approximately two acres, and they want to split the lot in half to put 40 units on the first phase and 40
units on the second phase. They have requested a waiver of preliminary plat to do this project.
Center Street will need some additional right-of-way and sidewalk. They are showing a 20-foot
easement/right-of-way reserve on the south end of that property adjacent to East Center Street. We
could have them dedicate that in the plat. On Third Avenue East the sidewalk has a number of
driveways and curb cuts. The sidewalks and ramps should be brought into ADA compliance, and the
removal of the curb cuts and old driveways could be required with the Conditional Use Permit.
Conrad will ask Marquardt for any available information regarding the private roadway.
