01-26-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 26, 2012 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Sean Conrad, Senior Planner Mark Crowley, Construction Manager Dave Dedman, Acting Fire Chief Tom Jentz, Planning & Building Director P.J. Sorensen, Chairman GUESTS: James Freyholtz, MDT and Justin Franz, The Beacon HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — They have submitted some plans that address the comments that Public Works and Zoning had given them last summer. Parks and Fire will need to see the new plans, too. Conrad is meeting with Matt Godley from Goldberg Properties tomorrow regarding their Final Plat and will update everyone after that meeting. Sorensen asked for them to verify whether they are just planning on getting the subdivision done and the underground utilities or if they are planning to move forward with putting in the parking lot and what their exact scope is of what they are going to do. Freyholtz is also interested in when they will do the bike path. NEW BUSINESS: Friendship House — 606 2nd Ave W; new carport being added on to the back of their garage. Zoning classifies this as residential because it is a group home. Building classifies it as an assisted living facility. This is an Eagle Scout project. Sorensen will check on the location because it sits on two lots, so they may need to bind the properties together. This will need to be paved. The addition is 200 sq. ft. Since everyone agreed that this would be considered residential, this project is moved through site review without formal approval. Loading Dock — 101 E Center; change of use of tenant space for a bar. Dewey Swank is looking at parking a liquor license at this location. There would not be any gaming there, as there is no casino use allowed across from Depot Park according to the Administrative CUP. The parking spaces that back out onto Center Street off the front are mostly in the right-of-way and should possibly be taken out. There is a lot of parking behind the building. They will be taking out the non -compliant handicapped ramp. This will be on the agenda for next week. Lucky Lil's — 285 N Main; Administrative CUP and building permit for smoking hut. They started on this last year but they had setback issues. They faxed in the paperwork for their Administrative 1 CUP, but they don't have the adjoining property owners' list and they haven't paid their fees. They are putting the addition in 18' over from the sidewalk on the awning side. There will be some attached conditions through the Administrative CUP relating to the lighting violations that they have on the property. It may need to be sprinkled. This is passed through Site Review. PLANNING OFFICE ITEMS: They have been working on text amendments for the February meeting to allow kennels in the B-2 and amending definitions for "townhouse" and "auto repair". Sorensen asked for any input regarding doggie daycare facilities. There are some sound proofing and setback requirements. It would have an Administrative CUP requirement, also. For the March Planning Board, they are still looking at the property on Three Mile Drive past Mountain Vista Subdivision at the curve where they are operating an espresso shop and had requested annexation. They are going to amend their application to a Planned Use Development. Conrad has explained the concerns regarding the documentation on building permits, impact fees, the pole barn they have going in, extending the water main and putting in a hydrant issues for the future, etc. We should be getting in an application for the old Montana Home Outfitters building on Hwy. 93 N on the eastside. They are looking to annex into the City and get a Conditional Use Permit for an eating disorder clinic. We will be discussing this with Freyholtz for access issues. They will be extending water and sewer there. OTHER REPORTS: Hilton Homewood Suites at Hutton Ranch have sent in some plans for the building. Most of our review was completed last fall. There are some landscaping conditions on some of the types of material they can put in. They also had a water main issue. This is a 7.5 million dollar project.
