01-12-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 12, 2012 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Sean Conrad, Senior Planner Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman GUESTS: James Freyholtz, MDT; and Marty Crevier HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — Nothing new to report. NEW BUSINESS: Crevier's Cosmetology School — 240 West Idaho - has purchased the old Western States Insurance Building on West Idaho, next to O'Reilly, and they will be converting it from office to the school. This is a change of use so it comes before Site Review. They are working with Elkins on the interior remodel, and with Public Works on getting the fixture counts for Impact Fees. Elkins is ready to go regarding the Building Codes. They are not proposing any changes on the outside other than signs and the covering on the awning. There is parking on three sides of the building. Their parking spaces that face Idaho are slightly non -conforming but are functional. Their parking spaces that are perpendicular to the building toward the alley and also coming offthe building toward Third Ave WN are only 14 feet deep. A standard parking space is 20 feet deep. This means they extend out six feet into the public right-of-way. Typically you would have a 10 foot setback and have a turning area onsite off the alley. On the other side, the 14 foot parking probably comes to an end at the sidewalk, so that 20 foot spot extends completely over the sidewalk. We have also tried to avoid backing into the street. There is also an MDOT project that is going along on the front. Freyholtz explained that MDT will be replacing the sidewalk on the corner to bring it into ADA compliance and then the existing access points off of Idaho will be replaced in the same spot but making them ADA compliant also. There will be no other impact onsite, other than cutting back into the pavement a ways when they do that work. Discussion was held regarding these spaces encroaching into public right-of-way. If they were to modify these spaces to bring them up to code, we would accept a lesser number of parking spaces. They plan on resurfacing and restriping the parking lot this spring. They have approximately 50 students at one time, 5 employees, and a varying number of clientele. They are also looking at other parking alternatives. They could get two parallel parking spaces, 23 feet long, along the alley (parallel with the building). They may also consider a bicycle rack area there. On Third Ave WN, they could put in a curb and take out the asphalt between the sidewalk and the curb, and then put in sod or street trees. That would keep people from using those as parking spaces and it adds a little bit of green space. They would also gain street parking along the curb. They would need to bond for this. Public Works will add some conditions and everyone agreed to sign off on this later this afternoon. PLANNING OFFICE ITEMS: The board has begun updating the Growth Policy, and this will be going on all year. Jentz mentioned that they will be adding doggy daycare to their list of uses in the City. There are no other items for their February agenda. The property on Three Mile Drive past Mountain Vista Subdivision at the curve where they are operating an espresso shop, has requested annexation. They have a house, coffee shop, and a pole structure going up. The Fire Dept. has added a hydrant requirement if more development occurs. The Planning Board is talking about doing this as a P.U.D. They did not get a commercial building permit, and they haven't talked with the sanitation people about their drain field septic tank. They have said to Jentz that they will not be moving their alternator business from in the City to this location. The "townhouse" definition will be updated in the Zoning Ordinance. Townhouses and condos are now treated the same under state law, as a structure, not as an ownership issue. To convert a lot to a townhouse lot, which is multiple ownerships, there is no subdivision review anymore. OTHER REPORTS: The Sparrow Group is looking at the property at Center and Third on the eastside, which is presently vacant. They are looking at doing 40 units in Phase I, and then 40 units in Phase II of senior/elderly housing. They will be one- and two -bedroom units; three story.
