12-01-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 1, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Acting Fire Chief Chad Fincher, Parks Superintendent Rebekah Wargo, Asst. Civil Engineer Kathy Kuhlin, Recording Secretary Sean Conrad, Senior Planner Dwain Elkins, Plans Examiner Tom Jentz, Planning & Building Director P.J. Sorensen, Chairman GUESTS: James Freyholtz, MDT; Jeff Goudreau, APEC; and Mark Johnson, Architect HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — They have decided to put off Kohl's for at least another year and are looking at Spring of 2013. Hagestad Painting —1020 West Center; adding new building to existing painting contractor's yard. Parks is okay with the Landscaping Plan. They will also need a Right -of -Way Permit, as they plan to pave all the way to the curb. This is approved through Site Review. 115 Kelly Road — convert existing warehouse to retail/pawn shop in southern end of building. Approximately 3,200 sq. ft. of retail space. They will not be required to pay any traffic impact fees since there was retail in this building before. We need to get a Site Plan from them. They may need to add some parking spaces. Dance Studio — They are going through the process of getting their Conditional Use Permit. This is located east of Edgerton School on Bruyer Way. They are occupying the southernmost building and they want to expand into one of the adjacent buildings. This was approved by the Planning Board, and will go to City Council on December 19th. There is already a parking lot and landscaping at this location. Approved by site review. NEW BUSINESS: FVCC — 715 Grandview Drive; minor addition to Early Childhood Center. This is located on the SE side of the campus. They are planning an approx. 96 sq. ft. addition off of the kitchen area. There were no concerns and this is approved through Site Review. Elkins will provide Wargo with the plans to calculate any impact fees. PLANNING OFFICE ITEMS: There will be no Planning Board Meeting for December. Beginning in January, the board will begin updating their Growth Policy, and that will be going on all next year. They will be visiting with various departments to discuss their concerns and bring those issues to the public to see if those are their concerns, too. OTHER REPORTS: Syke's Garage Units — 2nd Ave W — We will review the apartments as a second floor addition if they decide to come in with them. This will likely be only one or two apartments. All handicapped parking will remain on the east side for now; may add/amend handicap parking if there are apartments above the garage units. The City would rather issue the full Building Permit rather than just on the foundation. This project has been through Site Review before about a month ago. Conditions were reviewed, including boulevard landscaping from Parks and sidewalk repair from Public Works. No further conditions were added. Goudreau provided more detail on the sanitary sewer. The sand and oil interceptor location and details were noted. We still need their cut sheets for their exterior lighting on the garage. They also need to bind the lots together, and their documents regarding this are with our City Attorney. Roundabouts — Sorensen has received some calls regarding the signage on the southern bypass roundabouts and how it can be confusing. He presented the concerns to Freyholtz, along with some signage suggestions that are used with roundabouts in Europe. Hospital Emergency Room Sign — Jentz asked if Frank Garner's question about the hospital emergency sign location on Hwy 93 had been addressed. Sorensen has discussed it with Zavodny and with MDT. Freyholtz explained that their overhead crossbar signs are only used for road signs. Jentz asked Freyholtz if he knew anything about the water main for geothermal heating process that is coming from the hospital down Hwy 93 by Mission. Freyholtz said he was told by Kyle DeMars, Maintenance Chief, that it has been requested a couple of times but because it is a private utility, MDT does not allow private utilities paralleling within the right-of-way. Jentz mentioned that this would be the base for our bike path/pedestrian trail going over the top of this main, and it would be a money saver for the City. Public Works did not want the injection well by the hospital, so it made sense to put it in down below. Would MDT reconsider this situation. Freyholtz said that DeMars was talking with Helena about it. Renaming of West Reserve - The County has to rename this when the bypass gets cutoff. They may rename all of West Reserve from Hwy 93 to Stillwater Road, only the cul-de-sac, and/or possibly just West Reserve Loop. The meeting was adjourned at 10:25 a.m. 2
