12-15-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 15, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Sean Conrad, Senior Planner Dave Dedman, Acting Fire Chief Tom Jentz, Planning & Building Director Rebekah Wargo, Asst. Civil Engineer Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. Chad Fincher, Parks Superintendent Roger Krauss, Asst. Police Chief P.J. Sorensen, Chairman OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — Nothing new to report. 115 Kelly Road - Convert existing warehouse to retail/pawn shop in southern end of building. They were planning on taking half the building for the pawn shop and the other half will be used by the former owner for storage. Now they plan to develop the back area, possibly acquire the adjoining lot, and develop it all out into a mini storage facility. The want to put in a 10' x 10' addition in the front which is out of the setback. They will probably need to adjust some of their parking. We can probably approve this with or without the little covered entry coming in. They will put in an island and landscaping buffer in the front. Parks is okay with it with the condition that before this is installed, it will need to be approved by Parks. They would need an Administration CUP for the mini storage and do a considerable amount of paving in the back. They could add paving on the west side of the building but work with Public Works on storm drainage designs, or they may be able to provide enough parking in the existing paved area in the front without adding the paving on the west side. Either alternative could potentially work. Fire has no concerns with this project. This is passed through Site Review with the condition from KPD to provide the name of their contact person, and the Parks' condition. Town Pump — 2910 Hwy 93 S at Cemetery Road; new gas pump canopy with three new pump islands. They still have 24' around it to allow circulation to get the gas tankers to the underground tanks. No other site changes have been proposed. Dedman has viewed the site and has no Fire Dept. concerns with this project. Public Works has no concerns other than that they will need to work with DEQ on their requirements. This is passed through Site Review with the condition that they work with DEQ. NEW BUSINESS: None. PLANNING OFFICE ITEMS: The board will begin updating the Growth Policy in January, and that will be going on all next year. There are no other items for their January agenda at this time. OTHER REPORTS: The hospital project is coming through with four or five permits regarding the interior portion of the tower addition, including the oxygen storage facility in the parking garage area on the north end. The projects will not come in front of site review because they are interior work that does not involve a change of use. They also plan on taking down the carports for the Sprucewood Apartments that they own. Conrad will refer them to Public Works for possibly obtaining a Demolition Permit and/or a Right of Way Permit.
