12-22-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 22, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Sean Conrad, Senior Planner Mark Crowley, Construction Manager Dave Dedman, Acting Fire Chief Dwain Elkins, Plans Examiner Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Hagestead Painting on Center will be posting a bond after they finish the new building project, move everything to the new building, and then do the work on the paint booth. They need the C of O to do all that, so they will bond. They are also going to put in a couple of rain gardens in the front for Public Works. OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — Nothing new to report. NEW BUSINESS: None. PLANNING OFFICE ITEMS: The board will begin updating the Growth Policy in January, and that will be going on all next year. There are no other items for their January agenda at this time, but they will be getting an annexation application in for a property at the end of Three Mile Drive where it merges with Farm to Market Road. This is a three -acre parcel that has roads on all three sides. There is a house there with a well. They want to come into the City. The Growth Policy would allow them to obtain commercial zoning, so they will be allowed to have their drive-thru coffee shop (a caboose). They don't necessarily need sewer, as they have been working with the County Environmental Health Dept. about putting in a septic system. But fire flow could be an issue and they may need to put in a fire hydrant. They would also need to bring water to this project. The West Valley Overlay Zoning District does not permit any sort of commercial -type use on that property at all. This is an agricultural -zoned area in the County. The City would allow them to have the needed commercial zoning, but there would be added expenses including paving requirements, fire flow, etc. Clawson noted that they should have received a Building Permit from the State. We would need to see that before we would allow them to operate. The owner is presently building a carport covering and also wants to add onto his garage. Clawson stated they should get all of this completed before annexing into the City. OTHER REPORTS: Auto Zone will need to bond for parking lot striping, landscaping, outside building painting, etc. The meeting was adjourned at 10:15 a.m.
