OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — Nothing new to report.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: The board will begin updating the Growth Policy in January and
that will be going on all next year. There are no other items for their January agenda at this time.
OTHER REPORTS: Auto Zone — Baker was interested in their pre-treatment area for stormwater.
It is sunk in the ground four feet; there's an elevation change. Wargo stated that they had options of
how to treat the water, and this is what they chose to do. Crowley noted that this isn't holding water.
Wargo stated that the water will follow the path and make it into the inlet. Most of the time all you
will see is a grass swale. It will not be like a wet pond. Baker stated that the percolation or
infiltration is limited when the ground is frozen, so you're going to get water standing on the top until
it thaws from the top, down. He has concern about landscaping and how it fits in with the flow, and
along the pedestrian walkway. Crowley explained that it is a bio-Swale, where the stormwater runs
across their parking lot and moves through the grassy swale which settles out the sand, grit, and the
salt. Some of it percolates into the ground, and the rest discharges into the storm drain at the corner
near the intersection. Once it goes into the storm drain, it goes straight into Ashley Creek. This is
one of those required water quality treatment facilities, and this particular one is lower maintenance.
Baker asked about the maintenance. Crowley noted that they are required to submit an Operation
and Maintenance Manual that Wargo and Turner review. Wargo noted, that way they know what
they are obligated to do to make sure it keeps running and they have to designate someone who is
responsible so we have a record. If it's not getting maintained, she can call them directly. As part of
our stormwater program, the next phase is that Public Works does periodic inspections to make sure
the maintenance is being done. This particular treatment location is sized for a storm event, and is the
first one of its type in the City of Kalispell.
