PERFORMANCE BOND REMINDERS: Sorensen mentioned an outstanding bond for a
residential driveway on 6th
OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — no one has received any
responses from them yet.
Hilton Homewood Suites — Hutton Ranch; new, three-story hotel — they are pushing for their
foundation permit on Monday. Wargo noted they are still in the process of getting their submittal
to DEQ. We're okay with them moving their water line, but DEQ also needs to approve it. She
is working on their impact fee calculations. They don't have their building plans in yet. They can
mobilize and excavate before they get their permit. They are in the process of coming up with
something else for their stormwater treatment device. Shaw stated that we will not give them
water until they get DEQ's approval. This is approved through Site Review with conditions
pending fire sign -off.
Salvation Army — 1500 Hwy 93 S (old Rosauer's building); 5,300 sq. ft. addition for storage
area — off the back on Airport Road. The primary issue is having the 20 ft. fire lane and for traffic
circulation. There is a 60 ft. ROW, but there is an additional 20 ft. that the State of Montana
obtained, but it's held in fee by the State. They scaled the building back so they would have the
full 20 ft. driving width from curb available. The fire lane height -wise needs to be 13.9 ft. for
clearance. Part of that 20 ft. goes underneath the eaves, but that's fine with that type of clearance
under that building. Fincher stated the landscaping in the front will need to meet the new
Landscape Code, 1690, so the river rock in the boulevard will have to come out and then there
will have to be a buffer between the sidewalk and the rock on the inside to contain the rock.
Landscape mulch could be put in in place of the river rock. This is approved through Site Review
pending Acting Fire Chief Dedman's final sign -off.
NEW BUSINESS:
PLANNING OFFICE ITEMS:
Hagestad's Paint Contracting — West Center — CUP for an expansion.
The Armory north of Kalispell needs to access utilities so we will be discussing their possible
annexation.
OTHER REPORTS: Syke's — regarding stormwater and the angled parking. There is a slight
revision to the curb line around the front corner of the building, creating a bulb out. This allows for a
better increase for pedestrian traffic, sight visibility, and allows for some angled parking to be put in
along the north side of Syke's. Shaw stated that there is still an issue of backing into a driving lane,
and there will be maintenance issues with trying to remove snow from this area. There is no benefit
regarding the three areas where they are out in the street. They are just going to cause a maintenance
problem for the City. Also, having the one corner different from all the others in the neighborhood
will not be supported. Regarding the stormwater, the basin needs to be an in -line curb basin where it
drains at the curb line like the other parts of this intersection. If they can show us where it's going to
alleviate the issue in front of the building with a round, open basin, we would consider that option.
Krauss stated that backing into an oncoming traffic lane is a recipe for disaster, and KPD would also
oppose the angle parking. Sorensen discussed on -site parking standards as an analogy. Johnson
presented their defense for their request. They also want to pave the alley, as the adjoining property
is 8/1 Oths of a foot lower. Jolly will discuss these issues with Thompson. Public Works is okay with
them patching their asphalt.
