09-22-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 22, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Sean Conrad, Senior Planner Dave Dedman, Acting Fire Chief Dwain Elkins, Plans Examiner Tom Jentz, Planning & Building Director Roger Krauss, Asst. Police Chief P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary GUESTS: None. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Sorensen mentioned he sent a letter regarding the outstanding bond for a residential driveway on 6th for $1,200. OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — no one has received any responses from them yet. Jentz mentioned their plan is to break ground in the spring and open in the fall. NEW BUSINESS: Panda Express — 150 Hutton Ranch; new restaurant in previously approved retail shell building. This is going in the multi -tenant building in front of Wal-Mart with Complete Nutrition, Radio Shack, and Panda Express in the northern most unit. This is approved through Site Review. PLANNING OFFICE ITEMS: The Department of Military Affairs is requesting annexation of the Armory Building on Highway 93 North. They want to hookup to City water. This is a training base with offices. Dedman wants to take a look at the inside of the building. Conrad will have CTA contact Dedman. They also plan to hookup our City system to their fire hydrants. Hagestad's Paint Contracting — West Center — CUP for an expansion. There is a Quonset but on the south side of the property, and they are going to put a new building made with pre-fab walls in between the existing building and Center Street. The new building would include a new office and a contractor's storage shop (about 2,800 sq. ft.). They will still be getting a building permit. Their proposed parking area has a driveway access off West Center, and will have 90 degree parking spaces with two way traffic flow. That would be 20 feet with a 24 foot drive aisle. They may be short on that so the building may need to be shortened a bit. There will be parking spaces along the east boundary. The parking lot will be paved. They plan to do landscaping. They will be going through Architectural Review. Zoning will review their parking lot design. They are planning to have a 6' solid fence. They have had some complaints from a neighbor previously, so Conrad has asked them to talk with that neighbor about his new project before the meeting. Sorensen inquired about their access. Conrad was not sure if he has an easement or not for their access. OTHER REPORTS: None. The meeting was adjourned at 10:15 a.m.
