PLANNING OFFICE ITEMS:
Greenacres Trailer Court — potential annexation — north east corner of Haven Drive and South
Woodland Drive. A portion of land was annexed recently that has a house and one trailer on it, and
Carver Engineering is working for the homeowners that bought the trailer court as a cooperative. A
condition of their financing package is for them to apply for financing to connect to City sewer. They
are currently on septic tanks and drain fields that are 35 to 40 years old. Carver Engineering did a
Property Condition Report for them before they bought it that supported them connecting to City
sewer. Carver Engineering has been hired this month to write a Preliminary Engineering Report in
support of their grant applications for the sewer connection. Hyde is trying to identify all the major
cost items that would be involved, should they annex and/or connect to City sewer. When they obtain
the sewer connection, they would sign a Waiver of Protest of Annexation. Jentz noted The Water
Users Association is designing a system to do some upgrades and will bond themselves for 15 years.
The Greenacres group requested to the Council not to be annexed. They stated their bond counsel is
nervous because they went out for bonding to improve the water system there. If it comes into the
City, they thought it would jeopardize the bond financing. The City would not interfere with the
collection of that money for the repayment of that bond. Whether or not they are annexed shouldn't
be a concern. There is a 6" water main that is part of that private water system on Haven Drive. If
there is a need to put in fire hydrants, they would have to extend the main if these are hydrants that
the City crews would be using. The Fire Department would need to determine this. If Haven Drive is
annexed, they would Waive their Right to Protest an SID for Haven Drive. The West, Middle and
East Courts are all private roads that dead end. Hyde believes the West Court and Middle Court
fences are temporary barriers and that the roads could be connected. The East Court has a rock
retaining wall lining the east side and there could be some elevation difference to the other road. The
turning radiuses may be an issue for the Fire Department. Krauss would like to see this opened but
refers to the Fire Department. He would also like to see the whole trailer court annexed instead of
island annexations. The structure that was used as a laundry facility is now used for storage. This will
be on next week's agenda for further discussion.
Planning Board Agenda — Annexation Policies.
Cell Tower Request - We have a request coming in for an 80' cell tower off of Kelly Road on the
north side by Billmayer Drilling. They have FAA approval for the height. This will be discussed next
week.
Spring Prairie Phase HI — preliminary plat application for Spring Prairie Phase III for ten
commercial lots just north of Lowe's. Their plat expired about a year ago. Their PUD zoning would
still apply. They will be putting together a set of plans for Public Works before they can get final plat
approval. They will also need to submit a Subdivision Improvement Agreement with a cost estimate.
This will go to the January 11th Planning Board Meeting and to Council in February.
