06-02-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 2, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Sean Conrad, Senior Planner Tom Jentz, Planning Director Charlie Johnson, Construction Manager Roger Krauss, Asst. Police Chief P.J. Sorensen, Chairman Rebekah Wargo, Asst. Civil Engineer Kathy Kuhlin, Recording Secretary GUESTS: James Freyholtz, M.D.O.T. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Regarding the bond that included landscaping and some striping at Spring Creek Apartments, Parks is trying to get that wrapped up. OLD BUSINESS: Auto Zone — 130 West Idaho — old King's Buffet building and old brick building (formerly a BBQ Hut and before that, a seamstress shop). They are tearing down the building and the house behind it and replacing it all with an approximate 7,300 sq. ft. building just off the alley, towards the north of the lot. This was tabled at Architectural Review. There are no fire concerns or zoning issues. Some comments were written on the plans by Burnham. Wargo was uncertain whether Burnham had talked with them. Freyholtz noted that MDOT will need to coordinate with them on the sidewalk, especially regarding the ADA compliant corner. This will remain on the agenda. NEW BUSINESS: FVCC — 777 Grandview; new maintenance building — They are not taking this through the agency exemption process. This is a 10,000 sq. ft. maintenance and storage building. It is located on the north end, closer to Wal-Mart. Wargo said that Public Works has already approved the plans on this and they are talking to them about taking over the sewer lift station behind the Occupational Training Building. PLANNING OFFICE ITEMS: A piece of property off of South Woodland was recently annexed. This is a 11,000 sq. ft. lot, and the house they have proposed to build on it is on the west property line. The lot is approximately 1'/z acres, and is comprised of many old, individual lots that go all the way down to the slough, and there are setback issues with their building lines. They are coming in to annex the next lot to the west. OTHER REPORTS: Pizza Hut — they are doing an interior and exterior remodel, with parapet - type of walls that come around to the front part of the building. They are going to "Pizza Hut/Wing Street", and it will look completely different. Krauss asked about the Turner property, as he had some complaints about it. They are not actively doing work on the property since they did their excavation work. The work was done early to avoid hauling dirt across the by-pass. Unfortunately, the City cannot force them to finish their project. Public Works has concerns with their compaction. Courthouse Parking Lot — for the Earl Bennett Building — they have put in rock rubble next to the sidewalk. 7entz asked Fincher to follow-up on this with them, as rock is not allowed per City Ordinance next to the sidewalk.
