OLD BUSINESS: Shooting Range —111 West Idaho; Administrative CUP - Sorensen reported
the comment period for the CUP is expiring tomorrow. Yesterday there was a show -and -tell and 13
members of the public; a number of city staff and the applicant attended. There was a tour and
demonstration. They are planning approximately $150,000 worth of sound -proofing work on the
building and $250,000 in the ventilation system and disposal of lead powder. Sorensen noted the
public will not have access to the law enforcement simulation facilities and he reviewed the conditions
of approval for the committee. Further discussion was held.
NEW BUSINESS: Spring Prairie Ph 3/Kohls — Hwy 93 North/Treeline Road — Sorensen said
the Kohl's project will begin next spring. Wargo said she talked to them about the Traffic Impact
Study and mentioned they should talk to James Freyholtz of MDT because they might also need that
information. Sorensen noted some of their landscape islands may need tweaking. Conrad said there
were conditions on the plat regarding landscaping and spacing and he will email that information to
Fincher. Sorensen suggested the departments review the planning & development agreement which is
city Ordinance 1404. He added there have been a few amendments to that ordinance since it was
approved.
Northwest Healthcare — 66 Claremont Street — Dino -Sore Day Care Administrative CUP —
Sorensen reviewed the site plan and noted they plan to bring in a 1220 square foot modular unit to
handle the Dino -Sore program for 2 — 3 years and then it would eventually be replaced by a
permanent structure. The setbacks are met and parking requirements are met onsite and nearby.
Elkins said the building will have to be put on piers and will have to be handicap accessible. It will
also have to go through Architectural review and may be subject to impact fees. Dedman said the
building needs to be accessible to emergency services.
PLANNING OFFICE ITEMS: Conrad noted the update to the subdivision regulations will be
going to public hearing August 9th. Conrad asked if Wargo or Burnham from Public Works could
attend the hearing. Jentz noted there may be interest in a new policy that would require submittal of
all the engineering documents for a subdivision before the final plat is submitted. An additional fee
will be charged for review of these plans. Conrad added there would also be an overall utility plan
that would provide hydrant locations, irrigation, lighting, etc. Further discussion was held.
OTHER REPORTS: Fincher asked if Dedman had looked at the future Fire Department site at
Mountain Vista and Dedman said he was going out there after this meeting. Fincher asked about the
site at Silverbrook and Jentz said that site is still owned by Silverbrook.
Conrad said he got a call from Ben Graham of the Fire Department who was asking about a pole barn
training prop at Station #62 and under the PUD that kind of accessory structure is not allowed at that
location. Dedman said it isn't a building per se but a roof prop for training purposes. Conrad and
Graham also discussed an un-manned building down by the sewage treatment plant and Dedman said
that building belongs to the Airport Authority not the Fire Department.
