OLD BUSINESS: Spring Prairie Ph 3/Kohls — Hwy 93 North/Treeline Road — Kohl's did not
indicate if they are doing all of the main anchor parking. They have provided two site plan options,
Plan 1 and Plan IA, and the differences pertain to the layout on the west side. We are still waiting to
hear from Parks on the landscaping, as there are provisions in the PUD about landscape islands and
ratios that are out there. Wargo requested they update their Traffic Impact Study to include Hutton
Ranch. Regarding the Final Plat, they had to do some stormwater work and additional work on the
road. Wargo thought they had to still construct one of the ponds. She will check with Turner and
Burnham on this.
Northwest Healthcare — 66 Claremont Street — Dino -Sore Day Care Administrative CUP —
Sorensen reviewed the site plan and noted they plan to bring in a 1220 square foot modular unit to
handle the Dino -Sore program for 2 to 3 years and then it would eventually be replaced by a
permanent structure. There is water and sewer available that they will run to the structure. They will
have more details when they come in for their building permit. They plan to use this structure for
three years. Zoning and building, however, will review this as a permanent structure. Wargo will
discuss the utility connections with Burnham. The comment period is open through the 12th
Conditions will be formulated after that.
PLANNING OFFICE ITEMS: The update to the Subdivision Regulations will be going to Public
Hearing August 9th. Conrad asked if Wargo or Burnham from Public Works could attend the hearing.
OTHER REPORTS:
Hilton Home and Suites at Hutton Ranch is coming back. They will be coming in for
Architectural Review on the 23rd. Morrison-Maierle will be doing some of their site engineering, and
they're assuming plans will come in before the end of the month. They are looking for a foundation
permit only to start with.
Hutton Ranch Road to Reserve is in the approval process by MDT, and may start as early as this
fall.
Stop Sign Requests — Two areas, 5th St W & 9th Ave W, and at Meridian & Windward Way, are
locations that citizens' have requested stop signs be installed. Krauss noted that KPD and the Signs
and Signals Division of Public Works are looking at these locations to determine if the signs are
warranted.
Ashley Heights — on Bismark - They were to have their sound wall installed by the middle of August,
so Conrad has sent them a letter requesting them to submit an updated Subdivision Improvement
Agreement stamped by an engineer with an estimated cost of completion, and a Letter of Credit. This
should be coming in the next week or two. If a building permit is issued for a lot along the bypass,
then the wall has to go up that year. If the portion of the wall where the lot was purchased is not
completed, then we will pull the Letter of Credit.
