08-25-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 25, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Acting Fire Chief Chad Fincher, Parks Superintendent Roger Krauss, Asst. Police Chief Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman GUESTS: Pam James, property owner of building at 124 Main Street HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — Wargo stated that Public Works sent their review comments back to them this week. NEW BUSINESS: 124 Main Street — new lift platform request. They have a basic 25' wide, 140' deep building on Main Street. This is considered a building addition. They are proposing a platform lift on the top, which will have security housing around the lift and will be translucent to give a day -lighting effect. They plan to create an airlock, and make the building "green" and energy efficient. She did a three level approach with HVAC roofing and lighting, but plans on making the walls on the addition extra thick so it won't require heating/cooling energy. The purpose of the lift is to gain access to the roof to provide planter boxes and possibly a water catch and some solar panels. This is approved through Site Review. The Building Department will continue to review this on the structural aspects, building, and fire code. This will go to Architectural Review on the 13th PLANNING OFFICE ITEMS: Nothing for the September meeting. They plan to do a joint meeting with Council on some annexation issues. We will probably get a text amendment on the large reader board sign that the mall has, essentially allowing some changes to happen there that couldn't happen with the current code. They are talking about doing the Public Hearing for this in October. OTHER REPORTS: Subway — Fincher stated they want to build a planter box adjacent to the curb where there is parallel parking, and it would be built 3' high, right against the curb. It will eliminate parking because the vehicles would be unable to open the passenger side door in two spaces. This is not allowed in the Landscape Ordinance. There is also concern about the vision triangle area for parking lot access. The flower bed would be better if they put it on the ground, using the curb and the sidewalk as their boundary.
