PERFORMANCE BOND REMINDERS: Silverbrook is working through 30 warranty issues
that need to be resolved.
OLD BUSINESS: Auto Zone — 130 West Idaho — Parks is ready to sign off on this. They plan
to bind the parcels together for zoning or eliminate the property lines. The general site layout is
okay. The committee would prefer addressing off of Idaho. Krauss will include as a condition for
them to provide contact personnel for when their alarm goes off.
291 Third Ave EN — convert house/office to retail. This project was reviewed and approved last
fall by Site Review. The 10' setback with a partial obstruction is okay with Zoning. Wargo
stated that Public Works is okay with their Stormwater Permit. This is approved through Site
Review.
Verizon — 139 Kelly Road; new 85' tall cell tower 500' off of Kelly Road. The CUP called for a
drainage plan. Their Stormwater Permit has been completed, and Public Works is not requiring
anything else. Wargo will check to make sure all Impact Fees have been paid. This is approved
through Site Review.
NEW BUSINESS: Shooting Range — 111 West Idaho; Administrative Conditional Use Permit —
formerly First National Pawn. This is a partnership between Law Enforcement and the Sonju's. They
do not yet have their building permit. A notice has been sent to the property owners within 150'. We
have received comments back about the potential noise. There will be a public demonstration at 10
a.m. next Wednesday to show the noise level without the completed improvements. They plan to
grout all the cracks and fill in the windows, do some Gypereting and acoustic baffling for sound
abatement, structural and safety precautions. There was one neighbor concern about the management
of the facility, i.e. guns openly dragged across the parking lot, loitering with guns in the parking lot,
etc. Chief Nasset looked at six different shooting range facilities. Neighborhoods around these
facilities never saw any negative issues around the buildings and the neighbors feel safer with these
facilities in their neighborhoods. This will be open 7 days a week; to the public from 7 a.m. to 9 p.m.,
and 24 hours a day for law enforcement. There will be guidelines in place. The pawn shop previously
located in this building had guns going in and out constantly. Guns will need to be in a case or in a
holster on your person. The first floor will have retail, the simulator, and training. We need to take
care of the neighbor concerns with this Administrative CUP now so it will not become a regular use
permit with a Public Hearing at the Planning Board and a Public Hearing at the City Council. They
will have mostly tactical gear; pistols and rifles. They will have concealed carry items and accessories
for firearms. The retail area will be 4,000 sq. ft. They will be selling gun cases, holsters, magazines
for guns, guns displayed for purchase and for rent at the facility. They could have a shooting range
for up to 50 caliber upstairs, limited to one lane, with the majority of it up to 762 millimeter. The
most use it will get is from pistol calibers but can handle fully automatic weapons. Rentals cannot be
removed from the building. They will have security cameras internally and externally. There will be
an estimated 3 to 5 people using the shooting area at any given time. They plan to employ 7 to 15
employees. Public comment is open through the end of next week.
PLANNING OFFICE ITEMS: We will be having a Public Hearing on the Subdivision Regulations.
Burnham has the final information on the permit between Preliminary Plat and Final Plat, and the
Development Review Permit process.
Main Street - The "sandwich board" sign request by the downtown merchants will have a number of
performance standards. The BID will look at providing liability insurance naming the City as insured.
MDT will call Jentz to discuss this.
OTHER REPORTS: Parking Issue — Monster Electric has six panel trucks with trailers that are
being parked behind Pederson School. The area looks like an alley running east to west and is
adjacent to a City park. The vehicles are parked on the north side of the utility poles, and it could be
a utility easement or an alley easement area. This is a trespass issue. Planning will look into this and
let KPD know what sort of easement this is.
Misfit's Building Supplies — Jentz shared an ad for Misfit's Building Supplies where Mergenthaler's
used to be. This building is owned by Michael Blend. Concerns were stated about paving,
stormwater, and impact fees. Rebekah will follow-up on this.
Kohl's — Spring Prairie Phase III — Final Plat. We had required drainage, water, sewer lines,
stormwater, hydrants, and they have most of this done. PUD is complying with our previous
conditions. They have Preliminary Plat approval for ten lots. We are waiting for their Final Plat.
They need to put in sidewalks, street trees, and a bike path. We required a Pedestrian Circulation
Plan and then a Landscaping Plan. There are two to four other clients that are looking at this
location. Kohl's won't start until next spring. Wargo stated we need a revised Traffic Impact Study
for this to calculate their Transportation Impact Fees. Freyholtz noted that MDT has discussed the

intersection between Lowe's and Home Depot, but he is not sure what will happen there. Krauss
requested they provide the names/phone numbers of contact people for when the alarm goes off.
