07-14-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 14, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, City Engineer Jeff Clawson, Building Official Dwain Elkins, Plans Examiner Chad Fincher, Parks Superintendent Charlie Johnson, Construction Manager Roger Krauss, Asst. Police Chief Kathy Kuhlin, Recording Secretary Rebekah Wargo, Asst. Civil Engineer Tom Jentz, Planning & Bldg Director/Acting Chairman GUESTS: James Freyholtz, MDT and Jeff Walla, Stelling Engineers HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Johnson stated we have released the Warranty Bond for Diamond Ridge, and also Timberwolf/Parkway for the DNRC portion of the Warranty Bond, but not the 9-1-1 portion. OLD BUSINESS: Auto Zone — 130 West Idaho — Plans have been distributed. They have submitted their drainage report. ARC signed off on the building facade. Krauss suggested they put an alarm system in the building and provide KPD with contact information (people to call) for when the alarm goes off. 291 Third Ave EN — convert house/office to retail. Rick Miller with R & A Construction is the contractor for this project. This project was reviewed and approved last fall by Site Review. This is a conversion from residential upstairs and an office downstairs to retail. No plans have been submitted yet. Burnham noted that Public Works needs the plans to determine the Impact Fee amount. Wargo stated they will have Stormwater and Transportation Impact Fees. Verizon — 139 Kelly Road; new 85' tall cell tower 500' off of Kelly Road. Tri-pole, lattice design. They already went through the CUP process, air space approval, ARC approval, and City Council approval. This is going through the Building Department approval process. Public Works needs a drainage plan. Johnson asked about their approach off Kelly Road. Jentz noted they will be sharing Root Masonry's approach. This will need to have its own separate address. NEW BUSINESS: Shooting Range — 111 West Idaho; Administrative CUP — formerly First National Pawn. They will stripe the asphalt parking lot and put in living landscaping back in where it has died. Indoor shooting range on second floor, including all guns, open 24 hours a day for law enforcement (regular hours for general public). Open for the police and sheriff departments, as well as the general public. Terry Kramer is doing the construction on this. This stems from a grant that was awarded previously for $750,000, and will now be utilized, and combined the Sonju's. Police Chief Roger Nasset is very involved with this project. There has been one concern noted from a neighbor. The first floor will have retail sale of guns to buy or rent to try out at the range. Jentz asked how they will contain the shooting noise at all times of the night. Krauss will invite Nasset to attend next week's Site Review Meeting. PLANNING OFFICE ITEMS: None. We had our Open House on Subdivision Regulations. This will be going to Public Hearing in August on the updates. We have a Zoning Regulation update that will be going and includes temporary signs. Burnham has the review costs available and will meet with Jentz on this. OTHER REPORTS: Applebee's — Famous Dave's is north of this location. Jeff Walla stated they want to have five spaces against Hwy 93. The irrigation equipment was put in the middle of these parking spaces. They don't want to relocate the equipment so they came up with two different options that keeps the number of parking stalls. One option is to redo the parking to two spaces more on the north end and one space on the south end by the building, and leaves it open there for a back out area. This puts the curb line along the whole area. Another option would be to combined the two end spaces into a middle area, and keep the two parking spaces there. They have plenty of parking to meet their requirement. Burnham suggested they bring the curb straight across and down for snow storage. They have a 20' landscape buffer from the ROW along Hwy 93. They have a 2' curb encroachment that would be a DNRC issue. Fincher asked about aerial map updates. Burnham referred him to Steve Varro in Public Works. Burnham asked about the status of Kohl's. Jentz will call them, but noted they usually open their stores in the spring or in the fall. They still haven't signed the lease. Fairgrounds — Eisinger is having a car event this week. Krauss mentioned they have opened their middle gate on Meridian as there are also horse events going on at the north end. The Police asked that they make it a right turn in, right turn out entrance/exit. The meeting was adjourned at 10:35 a.m.
