12-30-10 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 30, 2010 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, City Engineer Jeff Clawson, Building Official Charlie Johnson, Construction Manager P.J. Sorensen, Chairman GUESTS: Mark Johnson, HEAR THE PUBLIC: None. Rebekah Wargo, Asst. Civil Engineer Tom Jentz, Planning & Bldg Director Dan Diehl, Fire Chief PERFORMANCE BOND REMINDERS: Johnson stated they are looking Silverbrook for bond requirements and he will report back next week. OLD BUSINESS: None. NEW BUSINESS: None. PLANNING OFFICE ITEMS: None. OTHER REPORTS: Sykes, 202 2nd Avenue West: Mark Johnson said they changed the design for the 2nd and 3rd floor apartments. They are adding a stairway connecting the 2nd and 3rd floor and still are planning for 8 apartments but now they will be larger. The apartments are geared toward upper scale downtown living; the market will be specialty/organic foods and organic meat. Johnson reviewed the drawings and noted the second floor will have an atrium area for gatherings and the entire building will have sprinklers installed. Sorensen noted the properties need to be bound together and Clawson agreed. Johnson said he is proposing to cantilever the balconies out two feet on 2nd Street and not on 2nd Avenue and there will be a 6 — 8 foot canopy added. Jentz noted an encroachment permit would be required to cantilever the sidewalks but it should be minor. Diehl asked that the awnings be non-combustible and Clawson agreed anything over a public R/W is supposed to be non-combustible. There was discussion regarding designing for separated and non -separated uses in relation to the fire code that would apply for this development. The new plans will be submitted next week and Sorensen said that if the plans come in on Monday they will make the agenda for the Architectural Meeting on January 1 lth Burnham asked if the window well issue has been resolved and Johnson said not yet and they are trying to come up with an engineered system that would create a drivable surface. Burnham said Public Works would need some time to look at the system. Clawson asked that they have their structural engineer look at snow drifting effect on the roof. Clawson asked Diehl if the hospital should be putting the fire rating on the steel columns as it goes up or is he comfortable with letting the steel frame go up without - since everything underneath is sprinkled and operational. Diehl suggested at least one floor at a time should be fire rated. Clawson said since they are building over an existing structure the existing portion should be done as soon as possible. Diehl agreed and said he would talk to them about that and noted it would be in their best interest. KRMC Construction, 310 Sunnyview Lane; Diehl said he met with hospital staff and Swank yesterday because they were blocking the fire lane between Conway and Sunnyview Lane with their construction trailer which then did not meet the 20 foot required fire lane access. There is a question of ownership of the property where they had planned to use as their storage yard when construction starts. Diehl said the hospital is going to buy access into that property and bring a proposal to the city that will remove parking spots out and provide an all-weather driving surface which they will use for the next 2-3 years. Diehl said they also discussed water and they want to keep the hydrants on the north side of Conway and Diehl said he didn't have a problem with that proposal. Burnham said the existing water line is on the south side and what they are doing is moving the two hydrants over to the south side and moving the main line out into the private drive. Diehl suggested Public Works contact the hospital because that was not his understanding. Fire Hydrant on 1st Avenue East: Diehl noted a flow test will be conducted on the hydrant on I't Avenue East by Fire Station #61. Burnham noted the flow won't always test 80 and he explained. Diehl noted additional pumps and higher static pressure is required for buildings that are more than two stories high which should be considered for future developments. Eastside Brick Beer/Wine License Application: Sorensen said the city received a notice from the Department of Revenue regarding a transfer of a beer license that would go into the Eastside Brick coffeehouse. Sorensen said this property is zoned under a planned unit development and the serving of beer doesn't mesh with the permitted uses as outlined in the PUD agreement. Sorensen noted this issue will be coming before Site Review Committee and if the committee determines this is a major amendment it would then have to go to city council for a public hearing.
