01-06-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 6, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, City Engineer Sean Conrad, Senior Planner Jeff Clawson, Building Official Dwain Elkins, Plans Examiner Chad Fincher, Parks Superintendent Tom Jentz, Planning & Bldg Director Charlie Johnson, Construction Manager Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Abbey House — Final Plat — they have everything in. They have a revised Subdivision Improvement Agreement that includes the street trees and their mailbox site. Conrad will need a letter or e-mail from Parks and from Public Works to sign off on the conditions. This will go to the January 18th Council Meeting. Burnham mentioned that they had a problem with the clear vision triangles. They were not understanding that the clear vision triangles are not the same as site distance. OLD BUSINESS: None. PLANNING OFFICE ITEMS: Discussion regarding Subdivision Updates will begin on the 1 lth and go through January and into February. Conrad has a draft copy of the sub regulations with both the Parks and Public Works comments in there. NEW BUSINESS: Courthouse East (Eastside Brick) — 535 8th St E; request to amend PUD to allow sale of beer/wine for on -premise consumption — in the Boiler Room. Looking to park and administer a bar and wine license. This isn't allowed under the PUD Agreement. They will need to amend the PUD. Discussion was held to decide if this is a minor or major change. The committee agreed that this is a major change, and it will need to go through the City Council. OTHER REPORTS: Sykes, 202 2nd Avenue West — They are trying to get away from the more contemporary design and are making some changes on their exterior design. They are set on their foundation, but they haven't done the framing yet. This will probably be on the agenda for next week and will go before Architectural Review on Tuesday. They want to put in a light well and a balcony. There are no City zoning issues on these. Because it is an urban route, MDOT has been made aware of this. Burnham stated there isn't a specific encroachment permit. Public Works is still waiting for specifications on the light well. Public Works will require a certain loading rating. MDOT will probably need to approve this, too. The light well will provide light in their basement. Landscape Ordinance — Fincher noted there are some minor revisions with some wording from Council. Going back for second reading on Tuesday, the 18th. Irrigation under sidewalks was discussed. Jentz felt it should go in the Subdivision Regulations but Burnham felt it might limit us by putting it in there, and that it should go in the Landscape Ordinance. The meeting was adjourned at 10:20 a.m.
