PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: None. NEW BUSINESS: Sykes, 202 2nd Avenue West — this went through Architectural Review on Tuesday. Mark Johnson presented some color renditions of the proposed outside of the project. The primary entrance is on 2nd Street and 2nd Avenue West, and an apartment entrance on south west corner that will have parking access provided to the south. They will have a vegetative green live roof made of sedums, which are succulents that require little irrigation. They will have rails around the patios, but no access to the roof. The roof slops to the overhanging edge and the stormwater is caught in integrated gutters and downspouts and then runs out into the storm drain. Seventy percent of the rain that falls on a surface will be absorbed by the plant matter. Jentz asked if he will get credit for stormwater, and Public Works will check into this, but normally where you get your credit for your roof is that there's a lot of treatment that you don't have to do. This is their final design. Everything for the foundation is here. The rest of the structural is roughed out. Public Works will need a final design on light well, which was moved on the plan to 2nd Avenue West. Public Works will require HS 20 loading for the light well. The roof stormwater is split in half. Half of it will go to the front to catch the existing storm drain access. The back half ties into the existing system. The existing roof will stay the way it is. They will need to submit new plans for the stormwater. A floor plan with the types of fixtures has already been submitted with existing counts to get credit for fixtures. They are working on fire drawings. They are doing away with the water service off 2nd Avenue. Three new services on 2nd Street. One is the sprinkler main, and two 11/2" - one for all existing and new ground level of the building and one for the apartments. The abandoned line will need to be taken care of all the way to the main. The City will need to look at it, shut the corporation off, and make sure it's not leaking. Sidewalks and curbs will be replaced as necessary. The light pole bases and stop sign base may also need to be replaced. The invoice for cleaning the line from when their sanitary sewer was connected to our storm drain will need to be resolved before our water tap connections will be completed. These are apartments, not condos. The garages will be a future project. The bus shelter (a bench with an awning) will probably remain where it is. They will need to submit a lighting plan for any exterior lights, and with the pole lights, that includes the photometrics. They would have to have cut sheets for anything in the entrances and the sides of the building. They plan on using soffit lighting. They need to talk to the Parks Dept. about landscaping. They need to take care of the parking spots in front of the barber shop. They will also need a sign permit. PLANNING OFFICE ITEMS: Planning is redoing the Subdivision Regulations with the Planning Board. They made it through Chapter 1 and 2. 7entz requested that Burnham possibly attend a work session to discuss Design Standards if requested. OTHER REPORTS: An Auto Parts store will probably be going into the old Burger King location (a/k/a King Buffet), and they will possibly take down the old Burger King building. Scotty's — They are looking at adding a smoking but — gazebo type in the back through an Administrative CUP and a drive thru espresso stand in front. They have a 15' set back and could lose some parking in the front, but may expand their parking in the back. Freyholtz will look into the question of stacking in the right of way in the front. Spring Prairie III — Their preliminary plat with updated dates was approved at the Planning Board meeting. This will go to the City Council on February 7. The meeting was adjourned at 10:25 a.m.
